When should the national flag be hung?

(3) National flags shall be hung or carried away in places where rallies, demonstrations, and mass mobilizations are held to mobilize the masses to do collective work, such as: mass mobilization of land reform, launching of emulation production, embankment, road construction, drought resistance, etc.

How to hang the national flag in front of the house on May 1st holiday correctly?
In Section II of Regulation 974-TTg of Vietnam on the use of the national flag of the Democratic Republic of Vietnam, there are specific regulations on how to hang the national flag as follows:

Is it fine to not hang the national flag on May 1st?
Currently, there is no legal regulation on whether not to hang the national flag or not. - When hanging the national flag, the star must not be upside down.
- When hanging the image of the President and the national flag at the same time, place the image lower than the national flag, or place the image on the background of the national flag under the star.
In which case the national flag of Vietnam must be hung with the flags of other countries?

Our national flag is hung together with the flags of other countries in the following cases:
