In case there are no “no U-turn” signs, are motorcycle operators in Vietnam allowed to make U-turns?
Pursuant to Clause 3, Article 15 of the Law on Road Traffic 2008 on the change of direction as follows:

3. In residential areas, vehicle operators or operators of special-use vehicles may make U-turns only at intersections and places with a sign permitting U-turns.
Accordingly, in residential areas, the vehicle operators or operators of special-use vehicles in Vietnam may make U-turns only at intersections and places with a sign permitting U-turns
In addition, according to Clause 4, Article 15 of the Law on Road Traffic 2008, it is prohibited to make U-turns:
+ At pedestrian crossings
+ On bridges
+ At bridge approaches
+ Under overpass
+ At undergrounds
+ In road tunnels
+ On expressways
+ At level crossings between a road and a railroad track
+ On narrow roads
+ Steep roads
+ On bends with insufficient visibility.
Thus, except for the above cases, when traveling on a road without “no U-turn” signs, motorcycle operators in Vietnam may make U-turns.
What is the fine imposed on automobile operators making U-turns against the regulations in Vietnam?
A fine from VND 400,000 to VND 600,000:
- Pursuant to the provisions of Point i, Clause 2, Article 5 of Decree 100/2019/ND-CP, automobile operators making U-turns against the regulations in residential areas shall be fined from VND 400,000 to VND 600,000.
- Pursuant to the provisions of Point k, Clause 2, Article 5 of Decree 100/2019/ND-CP, automobile operators making U-turns against the regulations at pedestrian crossings, on bridges, bridge approaches, in tunnels, under overpasses, except for cases in which places for u-turn are established in locations above shall be fined from VND 400,000 to VND 600,000.
A fine from VND 800,000 to VND 1,000,000:
- Pursuant to the provisions of Point k, Clause 3, Article 5 of Decree 100/2019/ND-CP amended by Point a, Clause 3, Article 2 of Decree 123/2021/ND-CP, automobile operators making u-turn at a level crossing; making a u-turn at a narrow section of the road, on a slope, on a curve section of the road with limited sight or making a u-turn while operating a vehicle prohibited from doing so by a “no u-turn” sign; making a left turn while operating a vehicle prohibited from doing so by a “no left turn” sign; making a right turn while operating a vehicle prohibited from doing so by a “no right turn” sign shall be fined from VND 800,000 to VND 1,000,000.
A fine from VND 2,000,000 to VND 3,000,000:
- Pursuant to the provisions of Point dd, Clause 4, Article 5 of Decree 100/2019/ND-CP, automobile operators making a u-turn against the rules and thus causing traffic congestion shall be fined from VND 2,000,000 to VND 3,000,000.
- Pursuant to the provisions of Point i, Clause 4, Article 5 of Decree 100/2019/ND-CP, automobile operators making a u-turn in road tunnels shall be from VND 2,000,000 to VND 3,000,000.
In addition, in the above two cases, automobile operators are also suspended from the right to use driving licenses from 01 month to 03 months.
A fine from VND 10,000,000 to VND 12,000,000:
- Pursuant to the provisions of Point a, Clause 7, Article 5 of Decree 100/2019/ND-CP, automobile operators making u-turns against regulations and law causing accidents shall be fined from VND 10,000,000 to VND 12,000,000.
- Pursuant to Point d, Clause 7, Article 5 of Decree 100/2019/ND-CP supplemented by Point d, Clause 3, Article 2 of Decree 123/2021/ND-CP, automobile operators making a u-turn on expressways shall be fined from VND 10,000,000 to VND 12,000,000.
In addition, in the above two cases, automobile operators are also suspended from the right to use driving licenses from 02 months to 04 months.
What is the fine imposed on motorcycle operators making U-turns against the regulations in Vietnam?
A fine from VND 100,000 to VND 200,000:
- Pursuant to the provisions of Point p, Clause 1, Article 6 of Decree 100/2019/ND-CP, a fine ranging from VND 100,000 to VND 200,000 shall be imposed on vehicle operators making a u-turn in places where making a u-turn is prohibited, except for making a U-turn in a road tunnel specified at Point d, Clause 4, Article 6 of Decree 100/2019/ND-CP.
A fine from VND 800,000 to VND 1,000,000:
- Pursuant to the provisions of Point d, Clause 4, Article 6 of Decree 100/2019/ND-CP, the phrase is replaced by Point g, Clause 34, Article 2 of Decree 123/2021/ND-CP, a fine ranging from VND 800,000 to VND 1,000,000 shall be imposed on motorcycle operators making U-turns in road tunnels.
A fine from VND 4,000,000 to VND 5,000,000:
- Pursuant to the provisions of Point b, Clause 7, Article 6 of Decree 100/2019/ND-CP, a fine ranging from VND 4,000,000 to VND 5,000,000 shall be imposed for motorcycle operators making U-turns against regulations and law causing accidents.
In addition, in the above case, motorcycle operators shall be suspended from the right to use a driving license from 02 months to 04 months.
