In 2024, what is the payroll applicable to traffic police officers in Vietnam?
Payroll applicable to traffic police officers from January 1, 2024 to June 30, 2024:
Under the regulations in Section 1 Table 6 issued together with Decree 204/2004/ND-CP regulating the salary coefficient of people's police officers.
Currently, the statutory pay rate is 1,800,000 VND/month (According to regulations in Decree 24/2023/ND-CP)
The current salary paid to traffic police officers in Vietnam is calculated according to the following formula:
Actual salary = Statutory pay rate x Current salary coefficient
Thus, the payroll applicable to traffic police officers in Vietnam is specified as follows:

Payroll applicable to traffic police officers from July 1, 2024:
Recently, the Chairman of the National Assembly of Vietnam signed Resolution 104/2023/QH15 on State Budget Estimates for 2024.
Accordingly, in Resolution 104/2023/QH15, overall salary policy reform will be implemented according to Resolution 27-NQ/TW in 2018 from July 1, 2024.
According to Resolution 27-NQ/TW in 2018, it will formulate 03 payrolls applicable to army officers according to job positions, leading titles, and positions to replace the current payroll system; transferring the old salary to the new salary, ensuring that it is not lower than the currently paid salary.
+ 1 payroll applicable to military officers, officers, and non-commissioned officers in police service (by position, title, and military rank or grade);
+ 1 payroll applicable to technical army police officers
+ 1 payroll applicable to defense workers, and police workers (which keeps the salary correlation of the armed forces compared to administrative civil servants as at present)
Thus, it will formulate 01 payroll applicable to traffic police officers (by position, title, and military rank or grade).
However, regarding the detailed payroll applicable to traffic police officers from July 1, 2024, up to now, there has been no draft or official document regulating specific salaries.
What are the procedures for conducting traffic control by traffic police officers in Vietnam?
Under the provisions of Article 18 of Circular 32/2023/TT-BCA, the procedures for conducting traffic control by traffic police officers in Vietnam are carried out as follows:
Step 1: Request the vehicle operator to take safety measures and get off the vehicle.
Step 2: Perform salutes according to the People's Police Order (except for cases where the person knows in advance that the person commits acts with signs of a crime, commits a flagrant crime, or has a wanted warrant). When interacting with people who commit law violations, traffic police officers must maintain their correct posture, etiquette, manners, and proper behavior.
Step 3: Inform the vehicle operator and the people on the vehicle of the reason for control; request the vehicle operator to present relevant documents or information of relevant documents in the electronic identification account.
Step 4: Control the contents in Clause 2 Article 12 of Circular 32/2023/TT-BCA
- Control documents related to people and vehicles.
- Control of traffic conditions of vehicles
- Control the observance of the provisions of the law on road transport safety
- Control other relevant content by the provisions of law.
For passenger vehicles with 10 seats or more, passenger vehicles equivalent in size to passenger vehicles with 10 seats or more, must directly board the passenger compartment to conduct control and notify the control results.
Step 5: End the control
The traffic police officer shall report to the Team Leader on the results of the control, inform the vehicle operator, the people on the vehicle of the results of the control, the violation (if any), and the handling measures.
*Note:
- When there are grounds to believe that in road users, means of transport, and objects where exhibits and documents used for administrative violations are concealed, the traffic police officer may search bodies, means of transport, and objects by the provisions of law on handling of administrative violations.
- In case of detecting signs of crime, the traffic police officer shall comply with the provisions of the law on criminal procedure.
What documents are traffic police officers in Vietnam allowed to temporarily seize?
Under the provisions in Point d, Clause 2, Article 21 Circular 32/2023/TT-BCA on taking measures to prevent administrative violations and ensure the handling of administrative violations as follows:

d) In case only a fine is applied, the traffic police officer temporarily seizes one of the documents in order (unless those documents show signs of being fake and need to be verified to clarify the act, the traffic police officer may seize other relevant documents): Driving license, Certificate of training in road traffic law knowledge or Vehicle registration certificate or a certified copy of the Vehicle registration certificate with the original valid receipt from the credit institution (during the time the credit institution keeps the original vehicle registration) or Certificate of technical safety and environmental protection inspection, Certificate of validity period of the certificate of inspection and inspection seal (for vehicles that require inspection) or other necessary documents related to exhibits and vehicles according to the provisions of law to ensure the enforcement of sanction decisions;

Thus, based on the above regulations, in case only a fine is applied, the traffic police officer temporarily seizes relevant documents to ensure the enforcement of sanction decisions.
The traffic police officer temporarily seizes one of the documents in order:
+ Driving license
+ Certificate of training in road traffic law knowledge or Vehicle registration certificate or a certified copy of the Vehicle registration certificate with the original valid receipt from the credit institution (during the time the credit institution keeps the original vehicle registration) or Certificate of technical safety and environmental protection inspection,
+ Certificate of the validity period of the certificate of inspection and inspection seal (for vehicles that require inspection) or other necessary documents related to exhibits and vehicles
