In 2024, what are the textbook selection procedures in schools of Vietnam?
Under the provisions of Article 7 of Circular 27/2023/TT-BGDDT, in 2024, the textbook selection procedures in schools of Vietnam are specified as follows:
Step 1: The Council shall formulate a plan to organize the selection of textbooks of the education and training institution, and assign tasks to Council members.
Step 2: Organize the selection of textbooks at the specialized team
- Based on the plan of the Council and criteria for the selection of textbooks, the head of the specialized team shall formulate a plan to organize the selection of textbooks for each subject structured in the specialized team, and report to the head before implementation;
- Let all subject teachers of the education and training institution (including payroll, contract, seconded, guest lecturers, and inter-school teachers) participate in the selection of textbooks for that subject;
- At least 20 days before the first meeting of the specialized team, the head of the specialized team shall let subject teachers study the subject's textbooks, write comment sheets, and assess subject textbooks according to textbook selection criteria;
- The head of the specialized team shall hold a meeting with subject teachers to discuss and vote on the selection of 01 (one) textbook for that subject. In case the subject has only 01 textbook approved by the Minister of Education and Training, the specialized team shall select the textbook in the decision, without voting.
Meetings of specialized teams shall be made in minutes, fully recording comments and assessment of textbooks of subject teachers participating in the selection with the signatures of the head of the specialized team and the person assigned to make the minutes;
- The head of the specialized team shall summarize the results and make a list of textbooks selected by the specialized team with the signatures of the head of the specialized team and the person assigned to make the list of textbooks.
Step 3: The Council meets, discusses, and assesses the organization of textbook selection by specialized teams; appraises meeting minutes of specialized teams, textbook comments and assessment sheets of teachers as prescribed in Clause 2 Article 7 of Circular 27/2023/TT-BGDDT; summarizes the results of the textbook selection of specialized teams into minutes
(Including comments and assessments on the organization of textbook selection by specialized teams; lists of selected textbooks of specialized teams), minutes with the signatures of the Chairman and Secretary of the Council.
Step 4. The Council shall propose to the heads of the list of textbooks selected by specialized teams by this Circular.
Step 5. The education and training institution shall make a textbook selection dossier and send it to the Division of Education and Training (for primary and lower secondary levels), and the Department of Education and Training (for upper secondary levels).

Under the provisions of Clause 5 Article 7 of Circular 27/2023/TT-BGDDT, the textbook selection dossier sent to the Division of Education and Training and Department of Education and Training in Vietnam includes:
The education and training institution shall make a textbook selection dossier and send it to the Division of Education and Training (for primary and lower secondary levels), and the Department of Education and Training (for upper secondary levels). The dossier includes:
- Decision on the establishment of the Council of the education and training institution;
- Minutes of Council meetings as prescribed in Clause 3, Article 7 of Circular 27/2023/TT-BGDDT
- List of selected textbooks of the education and training institution.
What are the criteria for selected textbooks in Vietnam?
Under the provisions of Point d, Clause 2, Article 7 of Circular 27/2023/TT-BGDDT as follows:
Textbook selection procedures in education and training institutions
1. The Council shall formulate a plan to organize the selection of textbooks for the education and training institution and assign tasks to Council members.
2. Organize the selection of textbooks at specialized teams

d) The head of the specialized team shall hold a meeting with subject teachers to discuss and vote on the selection of 01 (one) textbook for that subject. In case the subject has only 01 textbook approved by the Minister of Education and Training, the specialized team shall select the textbook in the decision, without voting.
Selected textbooks ensure that 1/2 (one-second) of subject teachers or more vote for their selection. In case no textbook reaches 1/2 (one-second) of the number of subject teachers or more voting for selection, the specialized team must discuss and vote for re-selection; Selected textbooks are the textbooks with the highest number of subject teachers voting for choice in the second vote. In all 02 (two) votes, if there are 02 (two) textbooks with the highest number of subject teachers voting for the highest selection, the head of the specialized team shall decide to select one of the textbooks with the highest number of subject teachers voting for selection.
Meetings of specialized teams shall be made in minutes, fully recording comments and assessment of textbooks of subject teachers participating in the selection with the signatures of the head of the specialized team and the person assigned to make the minutes;
Accordingly, selected textbooks must meet the following criteria:
1/2 (one-second) of subject teachers or more vote for their selection.
In case no textbook reaches 1/2 (one-second) of the number of subject teachers or more voting for selection, the specialized team must discuss and vote for re-selection;
Selected textbooks are the textbooks with the highest number of subject teachers voting for choice in the second vote.
In all 02 (two) votes, if there are 02 (two) textbooks with the highest number of subject teachers voting for the highest selection, the head of the specialized team shall decide to select one of the textbooks with the highest number of subject teachers voting for selection.
