In 2024, what are the rates of notarization-related fees and charges in Vietnam?
Currently, based on the provisions of Article 4 of Circular 257/2016/TT-BTC amended by Article 1 of Circular 111/2017/TT-BTC, the rates of notarization-related fees and charges in Vietnam are specified as follows :
Fees for notarization of contracts or transactions according to the value of property or the value of contract/transaction
(1) Fees for notarization of contracts/ transactions:
- Notarization of contracts for transfer, donation, division, merging, exchange or contribution of capital by land use right: The notarial service fee shall be calculated according to the value of the land use right.
- Notarization of contracts for transfer, donation, division, merging, exchange or contribution of capital by land use right and properties attached to land including house and structures on land: The notarial service fee shall be calculated according to the sum of the value of the land use right and the values of properties attached to land, including the values of house and structures on land.
- Notarization of contracts for sale or donation of other properties, or contribution of capital by other properties: The notarial service fee shall be calculated according to the value of property.
- Notarization of agreements on division of inherited property or declaration of inherited property: The notarial service fee shall be calculated according to the value of inherited property.
- Notarization of loan agreements: The notarial service fee shall be calculated according to the loan.
- Notarization of property mortgage or pledge agreements: The notarial service fee shall be calculated according to the value of property. In case the loan is specified in the property mortgage or pledge agreement, the notarial service fee shall be calculated according to that loan.
- Notarization of economic contracts, commercial contracts, investment or business contracts: The notarial service fee shall be calculated according to the value of contract/ transaction.

(4) With regard to a contract/ transaction in the land use right or property whose value is set by a competent state authority
The value of the land use right or property which is used as the basis for calculating the notarial service fee shall be agreed upon by the parties of that contract/ transaction. If the value agreed upon by the parties is lower than the value applied by the competent state authority at the time of notarization, the notarial service fee shall be calculated as follows:
The value of the land use right or property which is used as the basis for calculating the notarial service fee = The land area/ the quantity of properties specified in the contract/ transaction (x) The value of the land use right or property set by the competent state authority.
Fees for notarization of contracts or transactions regardless of the value of property or the value of contract/ transaction:

Fees for storage of wills: VND 100 thousand/ case.
Fees for issuance of copies of notarized documents: VND 05 thousand/ page, and VND 03 thousand for each further page beyond two pages, provided the total fee shall not exceed VND 100 thousand/ copy.
Fees for notarization of translation: VND 10 thousand/ page for the first copy of translation.
If there are many copies of translation are requested, from the second copy onwards, the fee shall be VND 05 thousand/ page for the first and second pages and VND 03 thousand for each further page beyond two pages, provided total fee shall not exceed VND 200 thousand/ copy.
Fees for certification of copies from original documents: VND 02 thousand/ page for the first and second pages, and VND 01 thousand for each further page beyond two pages, provided total fee shall not exceed VND 200 thousand/ copy.
Fees for authentication of signatures appended on documents/ papers: VND 10 thousand/ case (a case herein refers to one or more signatures appended on a document or paper).
Fees for verification of eligibility for practicing as a notary, and fees for verification of eligibility for operating a Private Notary Office and charges for processing of applications for notary card:

What is the price for on-demand notarization-related service in Vietnam?
Under the provisions of Article 67 of the Notarization Law 2014, amended by Point a, Clause 9, Article 73 of the Price Law 2023:
Prices for on-demand notarization-related services
1. Notarization requesters shall pay prices for on-demand notarization-related services when requesting notarial practice organizations to draft contracts or transactions, typewrite or make copies, translate papers or documents, or perform other notarial jobs.
2. People’s Committee of provinces shall determine the maximum prices for on-demand notarization-related services applicable to local notarial practice organizations. Notarial practice organizations shall determine specific prices for each job, which must not exceed the maximum prices promulgated by People’s Committees of provinces, and shall publicly post up such prices at their headquarters. Notarial practice organizations that collect payments for prices for on-demand notarization-related services higher than the maximum and posted prices shall be handled as prescribed by laws.
3. Notarial practice organizations shall explain the prices for on-demand notarization-related services to notarization requesters.
Thus, the price of on-demand notarization-related service is an expense related to notarial activities to be renamed from July 1, 2024 based on the current provision of "notary remuneration".
What are the other notarization-related expenses in Vietnam?
Under Article 68 of the Notarization Law 2014, the other notarization-related expenses in Vietnam include:
- A notarization requester who asks for verification or assessment or notarization to be conducted outside the head office of a notarial practice organization shall pay expenses therefor.
Expense levels shall be agreed upon by notarization requesters and notarial practice organizations. Notarial practice organizations may not collect expenses at levels higher than the agreed ones.
- Notarial practice organizations shall post up principles of calculating other expenses and clearly explain these expenses to notarization requesters.
