Based on the provisions of Decree 204/2004/ND-CP and Decree 17/2013/ND-CP, the pay rise coefficient of army officers in Vietnam is determined as follows:

- The pay rise duration for the military ranks: Major General, Lieutenant General, Senior Lieutenant General, and General is 4 years; For Senior Lieutenant Captain is 03 years.

- Military ranks from Major General and above are not subject to the first and second pay rises.

What is the competence to make decisions on pay rise for army officers in Vietnam?

Pursuant to the provisions of Clause 3, Article 7 of Decree 204/2004/ND-CP amended by Clause 2, Article 1 of Decree 117/2016/ND-CP, army officers holding the highest military rank/grade of untaken position, completing tasks, meeting political standards, ethical qualities, professional qualifications, and health will be considered for pay rise.

​Accordingly, the competence to make decisions on pay rise for army officers shall comply with Clause 5, Article 1, Law on Amendments to Law on Officers of the Vietnam People's Army 2014, amending Article 25 of the Law on Officers of the Vietnam People's Army 1999 as follows:

​Article 25. Competence to make decisions on officer ranks
1. Competence to appoint, relieve from duty, dismiss, rank-bestow, rank-promote, rank- demote or strip is prescribed as follows:
a/ The President appoints, relieves from duty or dismiss the Chief of the General Staff, the Director of the General Department of Politics; bestows, promotes, demotes, strips the general, rear- admiral, deputy-admiral and admiral ranks;
b/ The Prime Minister appoints, relieves from duty or dismiss the Vice Ministers, Deputy Chief of the General Staff; Deputy-Directors of the General Department of Politics; Director and Political Commissar of the National Defense Academy; General Department Directors, Heads, Political Commissars; Military Zone Commanders and Political Commissars; Army Service Commanders and Political Commissars; Border-Guard Commander and Political Commissar; Vietnam Marine Police Commander and Political Commissar; Government Cipher Department Director and other positions prescribed by competent authorities;
c/ The Minister of National Defense appoints, relieves from duty, dismiss the remaining positions and bestows, promotes, demotes and strips the remaining ranks and raises salaries for officers;
d/ The appointment, relief from duty, dismissal of positions of procuracies, courts, judgment execution offices in the Army comply with law.

Thus, under current regulations, the Minister of Defense shall decide on pay rise for army officers in Vietnam.

Are army officers in Vietnam subject to salary upgrades upon salary reform?

Pursuant to Resolution 27/NQ-TW in 2018, army officers (armed forces) are one of the regulated entities of salary reform. Salary reform is expected to be implemented from July 1, 2024.

Accordingly, at point c, subsection 3.1, Section 3, Part II of Resolution 27/NQ-TW in 2018 on the salary reform contents:

3.1. For officials, public employees and armed forces (public sector)

c) Identify specific factors to design new payrolls

Thus, upon salary reform, it will complete the regular salary upgrade and salary upgrade ahead of time for army officers in accordance with the provisions of the new payroll.

At the same time, at the 6th meeting - 15th National Assembly, the Prime Minister said that from 2025 onwards, continue to adjust the average increase of 7%/year in salaries paid to officials, public employees, and the armed forces until the lowest salary is equal to or higher than the lowest salary in Region I under the enterprise sector.

What is the formulation of 03 payrolls applicable to army officers in Vietnam upon salary reform?

According to Resolution 27/NQ-TW in 2018, it will formulate and promulgate a new payroll system according to job positions, leading titles, and positions to replace the current payroll system; transferring the old salary to the new salary, ensuring that it is not lower than the currently paid salary.

- Formulate 03 payrolls applicable to the armed forces, including:

+ 1 payroll applicable to military officers, officers, and non-commissioned officers in police service (by position, title, and military rank or grade);

+ 1 payroll applicable to professional military personnel, police technical expertise

+ 1 payroll applicable to defense workers, and police workers (which keeps the salary correlation of the armed forces compared to administrative civil servants as at present)

Accordingly, the salary structure of army officers in Vietnam upon salary reform shall include:

- Statutory pay rate (about 70% of the total salary fund)

- Allowances (about 30% of the total salary fund).

- Bonus replenishment (bonus fund equal to about 10% of the total salary fund of the year, excluding allowances).
