How to standardize Viettel, VNPT, Mobifone sim information in Vietnam?

According to the provisions of Clause 3 Article 15 of Decree 25 /2011/ND-CP as amended by Article 1 of Decree 49/2017/ND-CP, mobile subscribers need to provide accurate personal information to carriers. In order to help protect the interests of customers using the service and limit the situation of junk SIM cards on the market.

At the same time, according to the Government's information, on March 31, subscribers who do not standardize information will be locked one way. Therefore, people need to standardize the SIM card information of the phone they are using

Below is a guide to help people standardize phone SIM information of three major carriers Viettel, VNPT, Mobifone.

(1) Standardize Mobifone phone sim information

Option 1: Go to the nearest Mobifone store

Store listing at website: www.Mobifone.vn, "Customer support" section to be able to find the nearest store address.

Note: Customers need to bring identification documents for the teller to support at the counter.

Option 2: Use the My Mobifone app on your phone

- Step 1: Download the My Mobifone application. Log in to the phone number to register information using OTP.

- Step 2: At the main interface of the application, click on More in the right corner below the interface, select Customer Information.

Select "Subscriber information" to check the information.

Select "Subscribe to information" to update the subscriber information again.

- Step 3: When clicking "Register information", the system will ask to enter the OTP code before updating the subscriber information

- Step 4: Take a photo of your identity card/national ID/passport/front/back passport and portrait photo. Sign on the app screen and select "Continue"

- Step 5: Personal information is recognized by the AI system through updated images in Step 4. Customers check the information and update the missing information. Select Agree to commit and "Confirm"

- Step 6: After clicking "Confirm" the system requires entering the OTP code to agree to update subscriber information.

Option 3: Via https://tttb.Mobifone.vn/ website

- Step 1: Enter the number of subscribers to update information then click continue

- Step 2: The system will send the OTP code to the entered phone number. Enter the OTP and click continue

- Step 3: Upload photos including: Front document photo, back document photo and portrait photo and click continue.

- Step 4: Check the information that the system has extracted data from the uploaded image including: Full name, date of birth, gender, identity card number (No editing allowed), date of issue, place of issue. Then perform the signature and signature box and check the subscriber number owner commitment. Click validate information to complete the operation Change subscriber information.

Option 4: Mobifone will come to support at home

(2) Standardize Viettel phone SIM information

- Step 1: Customers download My Viettel application

- Step 2: Scan QRCode or access: https://viettel.vn/

- Step 3: Enter the phone number to normalize, click on "Get OTP login" and log in to the application

- Step 4: Update information, take 2-sided photos of ID card/ citizen identity card / Passport and portrait photo

- Step 5: Check the information on the screen.

Note: In case of displaying the authentication step via Video call, customers click to connect customer care staff to complete the standardization of information.

(3) Standardize VNPT/VINAPHONE sim information

Option 1: Check and match subscriber information through My VNPT application

- Step 1: download My VNPT application on Appstore (for iOS operating system) or CH Play (Android device).

- Step 2: Log in to My VNPT application (or register if this is the first time to use) with VinaPhone phone number to check.

- Step 3: At the main interface, select the "Subscriber information" section

- Step 4: For customers who have to standardize / match subscriber information, there will be an option "Update information", customers click and follow the instructions.

Option 2: Check the information on the web http://my.vnpt.com.vn

- Step 1: Customers need to access my.vnpt.com.vn website, log in to VinaPhone phone number to look up. VinaPhone will send the OTP code to the registered subscriber number of the customer.

- Step 2: After logging in, customers select "Subscriber Information" or select Menu/Account Management of Personal Information package.

- Step 3: For customers who have to standardize / match subscriber information, there will be an option to "Update information", customers click and follow the instructions.

Option 3: Customers go to VinaPhone's nearest transactions points nationwide to be supported by VinaPhone staff.

Note: customers need to bring their ID card when visiting transactions points.

VinaPhone's 18001091 customer care switchboard operating 24/7 will support and answer customers with all necessary information in the process of standardizing subscriber information.

What should the subscriber information in Vietnam include?

Pursuant to Clause 5 Article 15 of Decree 25/2011/ND-CP (as amended by Clause 5 Article 1 of Decree 49/2017/ND-CP) stipulating that subscriber information includes:

- Subscriber numbers; user of each subscriber number: for individual client (subscriber number for the client himself/herself; for his/her biological or adopted child aged under 14; for his/her ward; for equipment); for organizational client (subscriber numbers for its employees; for equipment);

- Individual’s information as shown in his/her identity paper, including:

+ Full name;

+ Date of birth;

+ Nationality; number, date of issue, issuing agency or place of issue;

+ Place of permanent residence registration (for Vietnamese nationals);

- Information on the organization's papers, including:

+ Name of the organization;

+ Address of transactions office;

+ Information on the identity document of the person entering into the contract according to the form, general transactions conditions and information on the identity document of each individual belonging to the organization corresponding to the number of subscribers assigned to that individual (in case the organization assigns it to the user) as prescribed at Point b Clause 5 Article 1 of Decree 49/2017/ND-CP

- Digital representations of documents presented by clients when concluding Contracts;

- Photos of persons who directly conclude Contracts (for mobile telecommunications services); digital representation of certificate of subscriber information or certificate of subscriber information bearing electronic signature (for prepaid telecommunications services);

- Billing method (prepaid or postpaid);

- Full name of advisor; time of concluding Contract; time of updating subscriber information (if subscriber information is updated by the client); the POS’s address and telephone number.

What instructions has the government given to mobile telecommunications enterprises to thoroughly solve the situation of junk SIM cards, document forgery in Vietnam?

In Section 3 of Notification 174/TB-VPCP in 2022, the Government has issued instructions to telecommunications enterprises including: Viettel Group, Vietnam Post and Telecommunications Group (VNPT), Mobifone Telecommunications Corporation, Global Telecommunications Corporation (GTel), Vietnammobile Mobile Telecommunications Joint Stock Company is as follows:

- Urgently coordinate with the Ministry of Public Security of Vietnam and the Ministry of Information and Communications of Vietnam to connect subscriber information (except confidential information) with the Vietnam national database on population, immediately check active SIM data to ensure correct authentication between 3 components:

(i) Information of subscribers registered at telecommunications enterprises,

(ii) Personal information of subscribers in the Vietnam National Database on Population and

(iii) Information about who actually owns/uses/holds the SIM card, completed by July 30, 2022;

- Develop plans, check and update information for subscriber numbers that have been determined by the Vietnam national database on population to have inaccurate information as prescribed, ensuring completion before September 30, 2022;

- For new subscribers arising from 01/08/2022, authentication must be carried out with the Vietnam National Database on Population.
