What is the household holding health insurance policies in Vietnam?

According to the provisions of Clause 2, Article 37 of the Law on Residence 2020, “household holding health insurance policy” (hereinafter referred to as “household”) includes all of the persons who register one lawful place of residence as their permanent or temporary residence in compliance with regulations of law on residence.

Pursuant to the provisions of Article 5 of Decree 146/2018/ND-CP on the group of family-based health insurance policyholders as follows:

- Persons whose names are inscribed in family household records, except those subjects specified in Article 1, 2, 3, 4 and 6 of Decree 146/2018/ND-CP.

- Persons whose names are inscribed in temporary residence records, except those specified in Article 1, 2, 3, 4 and 6 hereof and those already participating in health insurance as prescribed in clause 1 of Article 5.

- The following persons eligible for family-based participation in health insurance:

+ Dignitaries, sub-dignitaries and clergy;

+ Persons residing in social relief establishments, except for those defined in Articles 1, 2, 3, 4 and 6 hereof without health insurance contributions supported by the state budget.

What are the procedures for registering the payment and issuance of health insurance cards on the National Public Service Portal for family-based health insurance policyholders in Vietnam?

According to the provisions of Article 5, the process issued with Decision 3510/QD-BHXH in 2022 as follows:

- Step 1: Participants make complete and accurate declarations of information fields according to Form 01-TK on the National Public Service Portal for individuals or members of households holding health insurance policies in the same declaration and are responsible for the declared contents.

- Step 2: The software system automatically checks and compares the declared participant's information to determine the place of permanent or temporary residence registration (provincial or district level), verifies the information of the head of household and its members who have the same permanent or temporary residence registration with the national database on Population, determines the order of participation in health insurance of each member who is deducted from the contribution in the Vietnam Social Insurance Database and determines the exact amount to be paid for participants paying online.

+ In case of incorrect residence or the incorrect information of the head of household or the permanent / temporary residence of members other than the national database on Population, the software system displays a notice to the participant about the incorrect residence or the incorrect information of the head of household or the permanent / temporary residence of members other than the national database on Population to contact the Police agency for guidance, adjustment, and re-implementation of Step 1 or can register to participate in health insurance at health insurance and social insurance collection service organizations or at social insurance agencies

- Step 3: Participants pay online on the National Public Service Portal, receive electronic receipts, receive notifications of the deadline for payment of health insurance cards or the term of health insurance cards to continue the use of cards after successfully trading

- Step 4: After receiving the participant's amount, the Software System automatically:

- Record the amount into the centralized Accounting software and create a closed registration application, issue health insurance cards on the Software to receive and manage the application into the code of a separate management unit at the provincial/district social insurance agency where the participant resides.

- Update the application, determine the time of participation, record the process of paying health insurance for participants and summarize the amount payable by participants (Form C69- HD), determine the amount of remuneration deduction for the health insurance and social insurance collection service organizations (Form D11-TS) as prescribed.

- Immediately allocate the amounts collected from the participants (Form C83-HD), determine the amount of remuneration paid to the health insurance and social insurance collection service organizations (Form D12-TS) as prescribed.

- Create value data using health insurance cards for participants according to regulations.

- Step 5: After the software system performs Step 4, the book-card collectors shall check the applications and data, submit to the director of the provincial/district social insurance to sign the electronic health insurance card number or print the paper health insurance card as prescribed, transfer officials receiving and returning the results.

- Step 6: The officials receiving and returning the results shall receive data or paper health insurance cards, issue and return the results to participants; end the settlement process on the Software receiving and managing applications.

- Step 7: Participants receive electronic health insurance cards or paper health insurance cards according to the registered method.

The declaration form for registering the payment and issuance of health insurance cards on the National Public Service Portal for family-based health insurance policyholders in Vietnam is specified in Form No. 01-TK under the Process issued with Decision 3510/QD-BHXH in 2022 as follows:

Instructions for filling out the declaration form for registering the payment and issuance of health insurance cards on the National Public Service Portal for family-based health insurance policyholders in Vietnam are specified in Section II of the Guidelines issued together with the Promulgation Process attached to Decision 3510/QD-BHXH in 2022:

[01]. Head of household information: Accurately declare the citizen ID number or ID number, full name, date of birth, gender of the head of household.

[02]. Information of household members participating in health insurance:

[02.1]. Citizen ID/ID number: Accurately declare the participant's citizen ID number or ID number.

[02.2], [02.3], [02.4], [02.5]. Full name, social insurance code, date of birth, gender: The system automatically displays the participant's information according to the declared citizen ID/ID number.

[02.6], [02.7], [02.8]. Address to receive results, phone number, email address: The system automatically displays information in the management database according to the declared citizen ID/ID number. In case of changes, participants edit and update.

[02.9]. Number of months registered to participate in health insurance: Register the number of months to participate in health insurance according to the regulations on the method of payment of health insurance.

[02.10]. Place of initial healthcare registration: Select the place of initial medical examination and treatment registration according to the list of establishments initially registered for medical examination and treatment displayed by the Automatic Software System.

[02.11]. Apply for a health insurance card:

- Electronic health insurance card and image of health insurance card on VssID application and use citizen ID card to replace health insurance card: The default system chooses to pay participants according to regulations.

- Health insurance card with additional registration certificate: Participants register to receive additional paper health insurance cards (in addition to the fact that the social insurance agency has paid the electronic health insurance card and the image of the health insurance card on the VssID application and used the citizen ID to go to medical examination and treatment instead of the health insurance card). Participants choose to receive health insurance cards in one of two forms:

+ Pay at the social insurance agency: The software system automatically displays the address information of the social insurance agency where the application is received for participants to know and come to receive the health insurance card.

+ Pay via postal service (with a fee): The participant fully and accurately declares the address to receive the results for the postal service to return the results.

[03]. Unit code of health insurance and social insurance collection service organization mobilizing and consulting (if any): Declare the unit code (issued by the social insurance agency) of the health insurance and social insurance collection service organization provided when mobilizing and consulting.

After fully and accurately declaring the information, the participant confirms and is responsible for the information declared on the National Public Service Portal.
