What is the CAS code for chemicals according to Vietnamese regulations?

The CAS registration number is the identification by serial number of unique identifiers for chemical elements, chemical compounds, polymers, biological chains, mixtures and alloys. They are also referred to as CAS numbers or CAS RNs.

The CAS registration number is separated by dashes into three parts, the first part can contain up to 6 digits, the second part contains 2 digits, and the third part contains a unique number as the check digit. Numbers are assigned in ascending order and they do not have any intrinsic meaning. The check digit is calculated according to the following rule:

Reading in the right-to-left direction, their weights increase in the order of 1, 2, 3, 4, etc. Take the sum of the product of the numbers corresponding to its weights, then take the remainder in division by 10. For example, the CAS number of the country is 7732-18-5, since the check digit is calculated as follows (8 (8). ×1 + 1x2 + 2x3 + 3x4 + 7x5 + 7x6) mod 10 = 105 mod 10 = 5 (mod is a remainder calculation).

How to declare CAS code on import declaration system according to Vietnamese regulations?

Pursuant to Official Dispatch 1850/HQTPHCM-GSQL in 2022, Ho Chi Minh City Customs Department guides to declare the CAS code on the import declaration system:

Through the review on the system, at present, the Investment Customs Sub-Department has no imported goods that have not been cleared as stated in the enterprise's official dispatch.

About declaring the CAS code:

- For non-chemical products:

+ Pursuant to Article 1 of Decree 113/2017/ND-CP (added in Clause 1, Article 8 of Decree 17/2020/ND-CP):

“Article 1. Scope
This Decree deals with and provides guidelines for implementation of certain articles of the Law on Chemicals with the following contents:
1. General requirements for safety in chemical production and trade.
2. Conditional industrial chemicals; requirements, application and procedures for a certificate of eligibility for production or trade in conditional industrial chemicals (hereinafter referred to as “certificate”).
3. Requirements for industrial precursor chemical production and trade; application and procedures for issuance of a license for industrial precursor chemical export/import.
4. Restricted industrial chemicals; requirements, application and procedures for issuance of a license for restricted industrial chemical production/trade.
5. Banned chemicals and toxic chemicals.
6. Plans and measures for prevention of and response to chemical emergencies.
7. Safety distance of hazardous chemical factories/stores.
8. Classification of chemicals and safety data sheets.
9. Declaration on chemicals and information about chemicals.
10. Training courses in chemical safety.
11. The following products are not chemicals covered by this Decree:
a) Pharmaceuticals; germicidal and insecticidal preparations; cosmetics;
b) Feeds; veterinary drugs; agrochemicals; organic fertilizers, biofertilizers, chemical fertilizers that are mixed fertilizers, organic mineral fertilizers, bio-mineral fertilizers; products used for preservation and processing of agricultural products, forestry products, fishery products and foods;
c) Radioactive substances; building materials; paints, printing ink; household adhesives and cleaning products;
d) Gasoline, oil; condensate and naphta used for gasoline and oil processing.”

Accordingly, non-chemical products are not subject to regulation in Article 1 of Decree 113/2017/ND-CP (added in Clause 1, Article 8 of Decree 17/2020/ND-CP) except for the following: products covered above.

For chemical products:

- Pursuant to Appendix V issued together with Decree 113/2017/ND-CP detailing and guiding the implementation of a number of articles of the Law on Chemicals of Vietnam, according to which the List of chemicals to be declared includes the following information: information as follows: Vietnamese name, English name, HS code, CAS code, chemical formula.

- Pursuant to Point a, Clause 1, Article 18 of Circular No. 38/2015/TT-BTC (amended and supplemented in Clause 7 Article 1 of Circular No. 39/2018/TT-BTC) of the Minister of Finance of Vietnam stipulates on customs procedures; customs inspection and supervision; export tax, import tax and tax administration for exported and imported goods:

+ The customs declarant must fully declare all information on the customs declaration according to the information criteria specified in Form No. 01 or Form No. 02, Appendix II issued with this Circular and send documents in the dossier. customs specified in Article 16 of this Circular according to the information criteria specified in the form No. 03, Appendix II issued with this Circular, to the customs authority through the e-customs data processing system.

+ Documents in customs dossiers can be in the form of electronic data or paper documents are converted into electronic documents (semi-scanned with digital signatures)...
