How should aquaculture facility owners handle aquatic animal disease outbreaks in Vietnam?
Pursuant to the provisions of Article 15 of Circular 04/2016/TT-BNNPTNT stipulates as follows:
Handling aquatic animal disease outbreaks
1. To comply with the provisions of Article 33 of the Law on Veterinary Health; apply technical measures to prevent and control a number of dangerous aquatic animal diseases in Vietnam (Appendices II, III, IV and V promulgated together with this Circular).
2. Owners of farming establishments shall handle diseased aquatic animals in one of the following forms:
a) Harvesting diseased aquatic animals: comply with Article 16 of this Circular for aquatic animals of commercial size, which can be used as food, animal feed or other purposes;
b/ Treatment of aquatic animals: comply with Article 17 of this Circular with respect to diseased aquatic animals determined by specialized aquatic veterinary agencies to be treated and owners of farming establishments wishing to treat diseased aquatic animals;
c) Destruction of diseased aquatic animals: comply with the provisions of Article 18 of this Circular for aquatic animals suffering from diseases not specified at Points a and b of this Clause.
Reference to Article 33 of the 2015 Law on Veterinary Health in Vietnam stipulates that owners of aquaculture establishments must handle aquatic animal disease outbreaks as follows:
- Do not discharge the untreated or unconformably treated waste water and waste matter to the environment;
- Do not dump the infected animals, animals suspected of infectious diseases or dead animals to the environment;
- Provide treatment, collect or treat the infected animals, animal suspected of infectious diseases or dead animals and take other measures according to the guidance of veterinary authorities;
- Report the epidemics of aquatic animals according to the regulations in clause 1 Article 19 of this Law; provide information about epidemics of aquatic animals at the request of veterinary authorities and veterinary staff of communes;
- Conduct the cleansing, decontamination, disinfection of raising environment, aquaculture tools according to the guidance of veterinary authorities;
- Treat and/or destroy aquatic animals to avoid the spread of epidemics;
- Facilitate the inspection of competent agencies.
At the same time, the owner of an aquaculture establishment shall treat diseased aquatic animals in one of the following forms:
(1) Harvesting diseased aquatic animals: for aquatic animals reaching commercial size, which can be used as food, animal feed, or other purposes;
(2) Treatment of aquatic animals: for diseased aquatic animals determined by specialized aquatic veterinary agencies to be able to treat and owners of farming establishments wishing to treat diseased aquatic animals;
- Destruction of diseased aquatic animals: for diseased aquatic animals not covered by (1) (2)

What are the requirements for owners of facilities that harvest aquatic animals during an outbreak in Vietnam?
Pursuant to the provisions of Article 16 of Circular 04/2016/TT-BNNPTNT stipulates as follows:
Harvesting aquatic animals during an outbreak
1. Owners of establishments raising and harvesting aquatic animals during outbreaks must comply with the following requirements:
a/ Notify the veterinary station of the purpose of use, volume, treatment measures, implementation plan and measures to supervise the use of diseased aquatic animals;
b/ Do not use diseased aquatic animals as breeds and fresh food for other aquatic animals;
c/ Transport aquatic animals only to collection, purchase, sale, preliminary processing and processing establishments (hereinafter collectively referred to as receiving establishments) and ensure that diseases are not spread during transportation.
2. Immediately after receiving the notice of the establishment owner, the veterinary station shall:
a/ Assign staff to guide and supervise the harvest, preservation and transportation of establishments where aquatic animals are kept with diseases;
b/ Notify the name and address of the receiving establishment to the agricultural, forestry and fishery quality management agency of the province where it is received for supervision at the receiving establishment;
c) Report to the Veterinary Department on the implementation results.
3. Receive establishments must ensure and take responsibility for disease safety during preliminary processing and processing.
According to the above regulations, owners of establishments raising and harvesting aquatic animals during an outbreak must comply with the following requirements:
- Inform the Veterinary Station of the intended use, volume, treatment measures, implementation plans and measures to supervise the use of diseased aquatic animals;
- Do not use diseased aquatic animals as breeds or fresh food for other aquatic animals;
- Only transport aquatic animals to collection, purchase, sale, preliminary processing and processing establishments (hereinafter collectively referred to as receiving establishments) and ensure that diseases are not spread during transportation.
What are the responsibilities of the owner of the facility in treating aquatic animal diseases in Vietnam?
Pursuant to the provisions of Clause 2, Article 17 of Circular 04/2016/TT-BNNPTNT, the responsibilities of owners of aquatic animal aquaculture establishments are as follows:
- Proactively treat aquatic animals suffering from diseases under the guidance of specialized veterinary management agencies;
- Only use veterinary drugs, chemicals and biological products on the List of veterinary drugs used in aquatic veterinary medicine permitted for circulation in Vietnam, and at the same time use the correct dosage of drugs according to instructions of manufacturers and specialized agencies of aquatic veterinary health; Record the use of these types of products.
