What are the health standards for the B1 class driver license exam?
Currently, health standards for B1 class driver license exams are implemented in accordance with Appendix 1 enclosed with Joint Circular 24/2015/TTLT-BYT-BGTVT of Vietnam. According to that, the B1 class driver license test taker must not fall into one of the following cases:
- MENTAL
+ The acute mental disorder has been completely cured but has not been completed for 6 months.
+ Chronic psychosis without behavioral control.
- NERVE
+ Motor paralysis of two or more limbs.
+ Extrapyramidal syndrome
+ Dizziness due to pathological causes.
- EYE
+ Binocular distance vision: < 5/10 (including glasses correction). If one eye is left, visual acuity < 5/10 (including glasses correction).
+ Disturbance in recognizing 3 primary colors: red, yellow, green.
+ Dual vision even with prism correction.
- HEART
+ Second-degree AV block or bradycardia with clinical symptoms (even treated but unstable).
+ Heart failure grade III or higher (according to the New York Heart Association - NYHA classification).
- RESPIRATORY
+ Diseases and illnesses that cause dyspnea grade III or higher (according to mMRC classification).
- MUSCULATURE - BONES - JOINTS
+ Amputation or loss of function of 01 hand or 01 foot and one of the remaining legs or arms is incomplete (amputation or reduced function).
- USE OF MEDICINES, ALCOHOL, NARCOTICS AND PSYCHOACTIVE SUBSTANCES
+ Use of narcotics.
+ Use of alcohol with a concentration exceeding the prescribed limit.
According to the above regulations, to ensure the health standards for the B1 class driver license exam, the driver license test taker must not fall under one of the medical conditions listed in the above Appendix.

What are the regulations on the training program for the B1 class driver license exam?
Pursuant to Article 13 of Circular 12/2017/TT-BGTVT of Vietnam (some regulations are amended by Clause 7 Article 1 of Circular 04/2022/TT-BGTVT of Vietnam) as follows:
B1, B2, C class driver training
1. Training time
B1 class:
- Automatic transmission cars: 476 hours (theory: 136, practice: 340);
- Manual transmission cars: 556 hours (theory: 136, practice: 420);
b) B2 class: 588 hours (theory: 168, practice: 420);
c) C class: 920 hours (theory: 168, practice: 752).
2. Test subjects
Tests shall include all the subjects; learners might learn the ‘Common structures and repairs” and “Transport profession” subjects for B2 class themselves but must apply for the test at the institution;
b) Tests for issuance of primary-level certificates, training certificates at the end of the course include such subjects as ‘Law on road traffic’ and ‘Driving practice’ including continuous tests with driving forward and backward in a zigzag, driving on public roads.
3. Program volume and distribution of training program

c) Number of learners allowed on 1 training vehicle: 5 learners for B1, B2 class and 8 learners for C class.

Thus, the B1 class driver license training program will be divided into 2 types: automatic transmission cars with 476 hours of training and mechanical cars (manual transmissions) with 556 hours of training.

Pursuant to regulations on driver training facilities, training programs, professional standards of teachers promulgated by the Ministry of Transport, and norms on fuel consumption issued by a driver training institution; current financial spending regime; Road motor vehicle driving training institutions shall build and decide on specific tuition fees for each class of driver license in detail according to each module and report to the governing ministry or an authorized agency (for driver training institutions affiliated to ministries), report to the Provincial People's Committee or an authorized agency (for local driver training institutions, including non-public establishments) to follow. The training institutions are responsible for the decision to issue the fee collection and management of the unit. Competent state agencies are responsible for inspecting and inspecting according to the provisions of Clause 1, Article 7 of this Circular; In case the training institution promulgates the fee rate and collects the tuition fee in contravention of regulations, it shall handle it according to regulations.
According to that, the driver training institution will base on the facilities, training program, teacher's expertise, fuel consumption during training, etc. to decide the tuition fee for the B1 class driver license exam and report to the competent authority for monitoring.
Because the law does not specify the tuition fee for the B1 class driver license exam, different driving training institutions will have different B1 class driver license tuition fees.
