What do the contents of the National Statistical Survey Program in Vietnam include?

On February 15, 2023, the Prime Minister issued Decision 03/2023/QD-TTg on the promulgation of the National Statistical Survey Program.

Accordingly, in Article 2 of the National Statistical Survey Program issued together with Decision 03/2023/QD-TTg, the contents of the National Statistical Survey Program are determined as follows:

- The National Statistical Survey Program includes the survey name, the survey purpose, the subject eligible for the survey, the unit conducting, the type of survey, the content of the survey, the period and time of the survey, the lead agency, and the coordinating agency.

- The National Statistical Survey Program meets the information needs of the national statistical indicator system specified in the Law on amendments to certain articles and Appendix on the list of national statistical indicators of the Statistics Law 2021 and Decree 94/2022/ND-CP.

What are the regulations on organizing the implementation of the National Statistical Survey Program in Vietnam?

Pursuant to Article 3 of the National Statistical Survey Program promulgated together with Decision 03/2023/QD-TTg, the regulations on organizing the implementation of the National Statistical Survey Program in Vietnam are:

- The Ministry of Planning and Investment shall submit to the Prime Minister for elaboration, amendment, and supplementation of the National Statistical Survey Program in accordance with the requirements of socio-economic development tasks in each period.

- The National Statistical Survey Program is the basis for ministries and sectors to actively develop plans for surveys, survey plans, implementation plans, and budget estimates and decide on statistical surveys, creating stability for statistical activities.

- The lead agency is the agency responsible for developing the survey plan and conducting the survey.

- Funds for conducting statistical surveys under the National Statistical Survey Program shall be allocated by the State budget and allocated in the budget estimates of agencies in accordance with the Law on State Budget (including other funding sources funded by international organizations under project programs) guaranteed according to the scale and the nature of each survey.

- The results of statistical surveys in the National Statistical Survey Program must be published in accordance with the provisions of the Law on Statistics and current decisions of the State on statistical surveys.

- In the years when national statistical censuses or full surveys are conducted, based on the National Statistical Survey Program, the lead agencies may carry out the integration of a number of surveys to avoid duplication of information and ensure the saving of survey funds.
