Pursuant to Clause 3 Article 4 of Circular 148/2018/TT-BQP as follows:

3. Health requirements:
a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.
c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

Thus, based on the above regulations, only citizens with health type 1, 2, 3 are selected for military service as prescribed in Joint Circular 16/2016/TTLT-BYT-BQP.

Accordingly, citizens suffering astigmatism of all types are classified in point 6 (health type 6) as prescribed in No. 5 Table No. 2 of Appendix I issued together with Joint Circular 16/2016/TTLT-BYT-BQP regulating the types of astigmatism as follows:

Thus, citizens suffering astigmatism are not medically qualified for military service. Therefore, citizens suffering astigmatism are not required to perform military service in 2024.

Citizens who by reason of astigmatism are entitled to postponement of enlistment if they can correct this refractive error in the eye and meet other criteria as prescribed, they will still be conscripted.

After astigmatism surgery, there is still a risk of astigmatism again if there is no proper eye care regimen and also due to each person's disposition. Therefore, astigmatism surgery cannot guarantee whether citizens will be eligible for military service.

What is the 2024 schedule for pre-enlistment medical check-ups for citizens in Vietnam?

Under Article 40 of the 2015 Law on Military Service on pre-enlistment medical check-up for citizens in Vietnam as follows:

Pre-enlistment medical check-up for citizens
1. Presidents of People’s Committees of districts shall issue the decision on establishment of Pre-enlistment check-up board at the request of Offices of Health of the same levels.
2. The Military Commander of district is in charge of issuing order for medical examination for citizens subject to conscription; Head of Police department of the district is in charge of issuing order for medical examination for citizens subject to service in People’s Army. The order for medical examination shall be sent to the citizens at least 15 days before the date of examination.
3. The Pre-enlistment check-up board of districts shall provide medical examination for citizens subject to enlistment and service in People’s Army; in case of necessity, the Pre-enlistment check-up board of districts shall decide the subclinical examination, including examination for drugs, HIV; ensuring the accuracy and taking responsibilities for the result of pre-enlistment check-up.
4. The pre-enlistment check-up shall be conducted from November 01st to December 31st of every year. Time of the second pre-enlistment check-up shall be according to the regulations in Article 33 of this Law and decided by the Prime Minister.
5. The results of medical examination shall be posted at the head office of People’s Committees of communes and relevant organizations/agencies within 20 days.

Accordingly, the pre-enlistment medical check-up shall be conducted from November 1 to December 31 every year.

The pre-enlistment medical check-ups for citizens in Vietnam shall be conducted from November 1, 2023 to the end of December 31, 2023.

Citizens must pay attention to receiving the health certificate and performing the pre-enlistment medical check-up on time as stated in the certificate.

What are the fines imposed on citizens failing to perform military service in 2024 in Vietnam?

Pursuant to the provisions of Clause 8 Article 1 of Decree 37/2022/ND-CP amending and supplementing Article 6 of Decree 120/2013/ND-CP as follows:

Violations against the regulations on pre-enlistment medical check-up
1. A fine ranging from VND 10,000,000 to VND 12,000,000 shall be imposed for failing to show up at the time or place of pre-enlistment medical check-up stated in the order for medical examination by the Military Commander of the district in accordance with the Law on Military Service without a valid reason.
