Pursuant to Clause 2 Article 5 of Circular 62/2022/ TT-BTC stipulates as follows:
Expenditures shall be implemented for detoxifiers who are subject to measures to be placed in compulsory drug rehabilitation establishments (hereinafter abbreviated as compulsory detoxifiers) during the detoxification period at compulsory drug rehabilitation establishments.

2. Drug detoxification costs:
a) Screening and assessment of the level of addiction, performing technical services for medical testing as prescribed by doctors and under the professional guidance of the Ministry of Health to decide on drug detoxification regimes: The level of expenditure according to the current price of medical examination and treatment services shall be decided by competent agencies for medical examination establishments, public healing. For expenditures on drug addiction testing, comply with the provisions of Point b, Clause 4, Article 8 of this Circular;
b) Money for withdrawal drugs (except for cases where they have been treated for withdrawal at social organizations, social establishments, multifunctional establishments), detoxification, treatment of mental disorders and treatment of other opportunistic diseases (if any) according to professional guidance of the Ministry of Health:
- The level of expenditure according to the current price of medical examination and treatment services shall be decided by a competent agency for public medical examination and treatment establishments;
- For other expenses, the level of expenditure is according to the actual cost and legal invoice. The basis for making estimates in accordance with the actual situation annually submits them to competent authorities for approval.
According to the above provisions, the cost of screening and assessing the level of drug addiction will be carried out according to the current price of medical examination and treatment services decided by competent agencies.
The cost of drugs to reduce drug addiction will be calculated according to the current price of medical examination and treatment services decided by the competent authority.

How to pay for medical examination and treatment for people who are detoxifying drugs at compulsory detoxification establishments in Vietnam?
Pursuant to Clause 3 Article 5 of Circular 62/2022/TT-BTC stipulating expenditures on regimes, medical examination and treatment for persons undergoing drug rehabilitation at compulsory detoxification establishments as follows:
- Expenditures for regular health examinations every 06 (six) months as prescribed in Clause 1, Article 67 of Decree 116/2021/ND-CP and professional guidance of the Ministry of Health: The level of expenditure according to the current price of medical examination and treatment services shall be decided by competent agencies for medical examination establishments, public healing;
- Expenditures on common medicines, hiv/aids prevention, infectious diseases and epidemic prevention for sick compulsory detoxifiers treated at compulsory detoxification establishments: The level of expenditure according to actual costs and legal receipts. The basis for making estimates in accordance with the actual situation annually shall be submitted to competent authorities for approval;
- Treatment costs for compulsory detoxifiers who are seriously ill beyond the treatment capacity of compulsory detoxification establishments taken to hospitals for treatment: Comply with the provisions of Points a and b, Clause 3, Article 67 of Decree 116/2021/ND-CP;
- Expenses for transporting, picking up and supervising compulsory detoxifiers in case of serious illness exceeding the treatment capacity of the compulsory detoxification facility to be taken to the hospital for treatment:
+ Spending money on trains or renting means of transport to and from detoxification establishments and persons of compulsory detoxification establishments assigned to manage detoxifiers as prescribed in Clause 4 Article 67 of Decree 116/2021/ND-CP: The level of expenditure shall comply with the provisions of Clause 3, Article 4 of this Circular;
+ Expenditures on regimes for persons of compulsory detoxification establishments assigned to manage detoxifiers as prescribed in Clause 4 Article 67 of Decree 116/2021/ND-CP: Expenditures on working expenses as prescribed in Circular No. 40/2017/TT-BTC and night and overtime regimes in accordance with the current provisions of law on nighttime wage payment regime, overtime for civil servants and public employees;
- In case a compulsory detoxifier is injured due to a labor accident, natural disaster or fire, the detoxification establishment is obliged to organize treatment (in case it is within the treatment capacity of the compulsory detoxification establishment) and carry out procedures to implement the prescribed allowance regime.

Pursuant to Clause 4 Article 5 of Circular 62/2022/ TT-BTC stipulates as follows:
Expenditures shall be implemented for detoxifiers who are subject to measures to be placed in compulsory drug rehabilitation establishments (hereinafter abbreviated as compulsory detoxifiers) during the detoxification period at compulsory drug rehabilitation establishments.

4. Cultural education expenses for compulsory detoxifiers from full 12 years old to under 18 years old as prescribed in Clause 1 Article 73 of Decree No. 116/2021/ND-CP:
a) Expenditure of remuneration for persons participating in cultural teaching (including teachers on the payroll of public educational and training institutions and those on the payroll who are qualified and capable of teaching): The level of remuneration under the labor contract on the basis of the regional minimum wage and ensures correlation with the salary of teachers on the payroll with the same training level and seniority in teaching at the same level and class in accordance with the current state regulations on salary regimes for cadres, civil servants, public employees and the armed forces;
b) Expenditures on school supplies: Contents and levels of expenditures applied according to regulations on tuition support for lower secondary school students in Clause 6 Article 2 of Joint Circular No. 109/2009/TTLT/BTC-BGDDT dated May 29, 5 of the Ministry of Finance and the Ministry of Education and Training guiding a number of financial regimes for students of ethnic high schools boarding and ethnic university preparatory schools;
c) Expenditures on learning materials, textbooks, stationery, rental of teaching equipment and other necessary expenditures (if any) directly serving cultural teaching and learning for subjects: Actual payment arising on the basis of estimates approved by competent authorities, contracts, invoices, legal spending documents and in accordance with the law on bidding.
According to the above regulations, drug addicts from 12 to 18 years old who are undergoing detoxification at compulsory detoxification establishments will be supported with spending on learning materials, textbooks, stationery directly serving cultural teaching and learning.
Circular 62/2022/TT-BTC comes into force from 19/11/2022.
