Is the fee for issuing exit permits in Vietnam reduced by 20% from July 1, 2023?

On June 29, 2023, the Ministry of Finance issued Circular 44/2023/TT-BTC on fees and charges to support the people and enterprises.

Accordingly, in Section 21, Clause 1, Article 1 of Circular 44/2023/TT-BTC, the fee rate for issuing exit permits in Vietnam is specified as follows:

Thus, according to the above regulations, from July 1, 2023, the fee rate for issuing exit permits in Vietnam is equal to 80% of the current rate. Accordingly, the fee for issuing exit permits in Vietnam is reduced by 20%.

Specifically, referring to the Schedule of Fees and Charges promulgated together with Circular 25/2021/TT-BTC, the fee for issuing exit permits in Vietnam is specified as follows:

What is the final date on which the fee for issuing exit permits in Vietnam is reduced by 20%?

Pursuant to Article 2 of Circular 44/2023/TT-BTC on the effect as follows:

Entry into force
1. This Circular is effective from July 1, 2023 until the end of December 31, 2023.
2. If any legislative document referred to this Circular is amended, supplemented, or replaced, comply with its new edition.
3. Difficulties that arise during the implementation of this Circular shall be promptly reported to the Ministry of Finance for additional study and guidance./.

Thus, the fee for issuing exit permits in Vietnam will be reduced until December 31, 2023.

After this reduction period, from January 1, 2024, the fee for issuing exit permits in Vietnam will comply with current regulations.

What are the current procedures for issuing and re-issuing entry and exit permits?

Pursuant to Circular 31/2015/TT-BCA on guidelines for issuance of visas, temporary residence cards, entry/exit permits, granting permanent residence status for foreigners in Vietnam issued by the Minister of Public Security as follows:

The current procedures for issuing and re-issuing entry and exit permits are carried out in accordance with Clause 1, Article 7 of Circular 31/2015/TT-BCA as follows:

Procedures for issuance or reissuance of entry/exit permits
1. Any person applying for issuance or reissuance of entry/exit permit shall submit an application at Immigration Administration Department or Division of immigration administration of police authority of the province. The application includes:
a) An application form for issuance or reissuance of entry/exit permits (using form No. NC14 issued herewith);
b) A photocopy of temporary residence card attached with the original copy for comparison (if any);
c) A description of duration of temporary residence in Vietnam certified by the police authority of the commune/ward/town where the person without nationality temporarily resides;
d) An entry/exit permit which is reissued due to its damage;
dd) A report of loss, with regard to application for reissuance of permit due to its loss.
2. Issuing or reissuing entry/exit permits:
a) With respect to application submitted at Immigration Administration Department:
Within 05 working days from the date on which adequate application is received, Immigration Administration Department shall consider issuing or reissuing the entry/exit permit.
b) With respect to application submitted at Division of immigration administration of police authority of the province:
Within 03 working days from the date on which the adequate application is received, Division of immigration administration of police authority shall consider transferring the application to Immigration Administration Department. Immigration Administration Department shall consider issuing or reissuing the entry/exit permit within 02 working days.

Thus, the current procedures for issuing and re-issuing entry and exit permits are carried out according to the above contents.

The Immigration Administration Department shall consider issuing or reissuing the entry/exit permit within 02 working days from the date of receipt of the application from the Division of immigration administration of the police authority of the province or centrally-run city.

Circular 44/2023/TT-BTC takes effect from July 1, 2023.
