What are the principles of salary calculation of market surveillance grades?
According to the guidance in Article 9 of Circular 02/2022/TT-BCT of Vietnam on the principles of salary calculation of market surveillance grades as follows:
"Article 9. Principles of salary calculation of market surveillance grades
1. The appointment and salary calculation into the market surveillance grades specified in this Circular must be based on the job positions, responsibilities, tasks and professional skills undertaken by the civil servants.
2. When the grade is changed from the official grade to the market surveillance grades according to the provisions of this Circular, it is not allowed to combine with raising the salary step or raising the official grade."

According to the guidance in Article 10 of Circular 02/2022/TT-BCT of Vietnam on how to calculate salary of market surveillance grade as follows:
"Article 10. Salary calculation of market surveillance grades
1. The market surveillance grades specified in this Circular shall apply Table 2 (professional salary table for cadres and civil servants in state agencies) issued together with Decree No. 204 /2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and the armed forces as follows:
a) The grade of Senior Market Controller (code 21,187) applies the salary scale of civil servants grade A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00;
b) The grade of Chief Market Controller (code 21,188) applies the salary scale for civil servants grade A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;
c) The grade of Market Controller (which is no. 21,189) applies the A1 salary scale for civil servants, from the salary coefficient 2.34 to the salary coefficient 4.98;
d) The grade of intermediate market controller (code 21,190) applies the salary scale of A0 civil servants, from salary coefficient 2.10 to salary coefficient 4.89.
2. The salary calculation from the current official grade to the market surveillance grade specified in this Circular shall comply with the guidance in Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary calculation when raising grades, changing grades, changing types of civil servants and public employees."
What should be noted about the salary calculation of market surveillance grade for the cases of civil servants who have been appointed?
According to the guidance in Article 11 of Circular 02/2022/TT-BCT of Vietnam, it is necessary to pay attention to the salary calculation for the cases of civil servants who have been appointed to the market surveillance grade as follows:
"Article 11. Organization of implementation
1. Professional standards for civil servant grades The market surveillance is the basis for the recruitment, salary calculation, grade transfer, grade promotion, employment and management of the market management civil servants.
2. Civil servants who have been appointed to the market surveillance grade as prescribed by law before the effective date of this Circular shall be determined to satisfy regulations on professional standards of the market surveillance grade specified in this Circular corresponds to the grade of appointed civil servant.
3. Market surveillance civil servants specified in this Circular have certificates of state management training in the market surveillance grades or have been appointed to the market surveillance grades before the 30th. June 2022, they are not required to participate in the corresponding state management knowledge training programs in accordance with this Circular.
4. Civil servants appointed to the grade of intermediate market controller before the Circular No. 09/2018/TT-BCT dated May 23, 2018 of the Minister of Industry and Trade stipulating professional and professional standards If the market surveillance grades take effect, and if they have graduated from a college degree suitable to their current position, they will be paid according to the grade A0 civil servant promulgated together with Decree No. 204/2004/ ND-CP.
5. Civil servants appointed to the grade of intermediate market controller before the effective date of Circular No. 09/2018/TT-BCT, do not have a college diploma suitable to the current job position. If you work, you will continue to grade your salary according to class B civil servants promulgated together with Decree No. 204/2004/ND-CP. Within 3 years from the effective date of this Circular, if the civil servant has more than 5 years of working time up to the time of retirement, the agency employing the civil servant must arrange for the civil servant to study and improve his/her qualifications to satisfy the criteria for the grade of intermediate market controller. In case civil servants are sent to study to improve their qualifications but do not participate in the study or study results are unsatisfactory, the agency employing the civil servant shall report it to the civil servant management agency for consideration and re-arrangement to suit the level of training or downsizing."
