What are the regulations on payment according to accounting principles in Vietnam?
For regulations on payment according to accounting principles, Article 11 of Circular 200/2014 / TT-BTC specifies as follows:
Article 11. Rules for cash accounting
1. The accountant must keep records of revenues, expenses, dispatching or receiving of cash funds or foreign currencies in the Journals and then calculate the fund balance and every account in the bank at all times for verification.
2. Deposits made by other enterprises or individuals in the enterprise shall be managed and recorded similarly to money of the enterprise.
3. When obtaining revenues or paying for expenses, the receipt or payment slips with sufficient signatures are required as prescribed in regulations on accounting source documents.
4. The accountant must keep records of cash according to currency in details when generating transactions in foreign currencies, the foreign currencies shall be converted into VND following rules below:
- Debit accounts shall apply actual exchange rates;
- Credit accounts shall apply weight average bookkeeping rates;
5. When preparing financial statements as prescribed, the enterprise must re-evaluate balance of foreign currencies and monetary gold according to actual exchange rates.
When to use a Payment Offer in Vietnam?
The payment request will be used in the following specific cases:
- The employee has paid but has not been paid or advanced;
- Summary of expenses with documents (if any);
- Carrying out payment procedures, payment bases and bookkeeping.
Whose responsibility is it to write an offer of payment in Vietnam?
After performing common tasks and activities such as purchasing goods or spending on assigned tasks, the buyer or spender will make a payment request.
After that, the payment request will be transferred to the chief accountant of the agency, unit or enterprise to consider and record comments to request the Director/General Director (or authorized person) to approve the payment.
Based on the decision of the person competent to approve the payment, the accountant shall make a check with the request for payment and transfer it to the treasurer for the procedure of issuing funds.
Responsible in the payment request in Vietnam?
Currently, the Payment Request Form has many forms specified in different legal documents. However, usually, the Payment Request will have the following specific contents:
- Name of the unit, enterprise and department proposing payment.
- Full name, working department of the individual requesting payment.
- Specify the total amount offered for payment in both numbers and letters.
- The number of original documents submitted and invoices or copies of invoices.
Is the offer of payment a document in Vietnam?
