On March 21, 2023, the Government Office issued Official Dispatch No. 1831/VPCP-CN in 2023 on the implementation of contract package 5.10 for the Long Thanh International Airport project.
According to that, based on the report of the Ministry of Transport in document No. 2387/BGTVT-CQLXD dated March 10, 2023 on the implementation of contract package No. 5.10 under the Long Thanh International Airport Project, Deputy Prime Minister Prime Minister Tran Hong Ha commented as follows:
- Assign the Minister of Transport according to his competence to study the opinions of the Airports Corporation of Vietnam (ACV), opinions of international technical consulting agencies to decide on the construction time of the bidding contract package. No. 5.10 meets technological, technical and legal requirements; notify ACV to promptly include in the conditions of the bidding documents.
- The Ministry of Transport directs to strictly implement the conclusions of the Prime Minister and Deputy Prime Minister; regularly and promptly report to the Prime Minister if there are problems and beyond their competence to settle.

How long does it take to implement Contract package 5.10 under the direction of the Government of Vietnam?
On March 10, 2023, the Government Office issued Official Dispatch No. 1535/VPCP-CN in 2023 implementing the Long Thanh International Airport project phase 1, specifically on the implementation of bidding for contract package No. 5.10 Construction and equipment installation of passenger terminal of Component 3 Project, Long Thanh International Airport phase 1, Deputy Prime Minister Tran Hong Ha has the following comments:
- The Ministry of Transport and the Committee for Management of State Capital at Enterprises shall coordinate with relevant agencies to review the report of ACV in the above document, summarize and report to the competent authorities on the progress of implementation of component projects at Long Thanh International Airport in phase 1 must be consistent with the overall project (in the general context, the overall project has been behind schedule;
- The implementation time of contract package 5.10 is 39 months, which is reported by the contractors, design consultants, and verification consultants as having basis, suitable to the scale and technical characteristics of the works; at the same time, this time is also consistent with the progress of other component projects); regularly monitor and urge the progress of the project's bidding contract packages.
- The Ministry of Transport shall perform according to its functions and competence and direct ACV to strictly comply with the direction of the Prime Minister in the notices No. 29/TB-VPCP dated February 15, 2023, No. 35/TB- VPCP dated February 18, 2023 and No. 63/TB-VPCP dated March 2, 2023 of the Government Office;
Evaluation of allowing bidding contract package No. 5.10 to be implemented within a period of 39 months, ensuring technical requirements and meeting conditions for international contractors to participate; Report to the Prime Minister.
Thus, under the direction of the Deputy Prime Minister, in the general context, the overall project was behind schedule; the implementation time of contract package No. 5.10 is 39 months, which is reported by the contractors, design consultants, and verification consultants as having basis, suitable to the scale and technical characteristics of the works; at the same time, this time is also consistent with the progress of other component projects.
What is the content and scale of the investment project to build Long Thanh International Airport phase 1 according to the approval of the Prime Minister of Vietnam?
Pursuant to Clause 5, Article 1 of Decision No. 1777/QD-TTg in 2020 approving the investment project to build Long Thanh International Airport Phase 1 issued by the Prime Minister on the detail and scope of investment for phase 1 construction as follows:
Air operation area infrastructure: Construct runway with 4,000 m in length and 75 m in width (Bm= 45 m, blề= 2x15 m) and systems of taxiway, aircraft stand to allow aircrafts to operate and serve 25 million passengers/year and 1.2 million tonne of commodities/year.
- Passenger terminal: Construct a passenger terminal with design capacity of 25 million passengers/year with total floor area of 373,000 m2.
- Structures serving flight management: Construct Air traffic control tower with 123 m in height and auxiliary work items.
- Work items: Construct parking spaces; commodity stations with a total of 1.2 million tonne of commodities/year; airline meal supply areas; facilities for equipment maintenance, aircraft sanitation, refueling stations, wastewater drainage and processing stations, etc.
- Structures of regulatory agencies and entities operating within the Airport: customs authority; border police authority; local police authority; medical (animal/plant) quarantine authority; airport authority; port management and operation entities; flight control entities; airlines; aviation service providers, etc.
- Traffic connecting directly with the Airport: Route No. 1 connecting the Airport with National Highway No. 51 with 6 traffic lanes, route No. 2 connecting the Airport with Ho Chi Minh City – Long Thanh Expressway with 4 traffic lanes and junctions.
