What are the principles of fire prevention and fighting in Vietnam?

Pursuant to Article 4 of the Law on Fire Prevention and Fighting 2001 as follows:

Article 4. Fire prevention and fighting principles
1. To mobilize the combined strength of entire population for fire prevention and fighting activities.
2. To take prevention as key in the fire prevention and fighting activities; to take initiative in fire prevention, minimizing cases of fire and damage caused by fires.
3. To ready forces, means, plans and other conditions for prompt and efficient extinguishment of fires when they occur.
4. All fire prevention and fighting activities must, first of all, be carried out and handled by on-spot forces and means.

What are the responsibilities for fire prevention and fighting in Vietnam?

Pursuant to Article 5 of the Law on Fire Prevention and Fighting 2001 (supplemented by Clause 2, Article 1 of the Law on Amendments to Law on Fire Prevention and Fighting 2013), the responsibilities for fire prevention and fighting are regulated as follows:

Article 5.- Responsibilities for fire prevention and fighting
1. To prevent and fight fire is the responsibility of every agency, organization, household or individual on the territory of the Socialist Republic of Vietnam.
2. Citizens, who are full 18 years of age or older and have good health shall have to join civil defense groups or grassroots fire brigades set up at their residential or working places, when so requested.
3. Heads of agencies or organizations within their duties and power shall:
a) Propagate and disseminate knowledge about the fire prevention and fighting; develop the all-people movement participating in fire prevention and fighting; form and maintain the activities of team of fire prevention and fighting as prescribed by law;
b) Promulgate under the authority the rule and measures on fire prevention and fighting;
c) Implement, inspect and supervise the compliance with regulations on fire prevention and fighting;
d) Ensure funding for the activities of fire prevention and fighting and properly use it; equipping and maintaining the activities of tools and means of fire prevention and fighting, preparing the conditions for fire fighting; formulate and practice fire fighting plan, ensure the conditions for professional training of fire prevention and fighting and organize the fire fighting and make good the consequences caused by fire;
dd) Perform other duties on fire prevention and fighting as prescribed by law;
3a. Family holders shall:
a) Urge and remind family members to comply with regulations on fire prevention and fighting;
b) Regularly inspect, detect and promptly remedy the risk of fire or explosion;
c) Coordinate with other organizations, agencies and family households in ensuring the conditions for fire prevention and fighting; strictly control and safely use flammable or explosive substances;
3b. The individuals shall:
a) Comply with regulations, rules and requirements on fire prevention and fighting of the competent persons or authority;
b) Comply with the law and thoroughly grasp necessary knowledge about fire prevention and fighting; know how to use common tools and means of fire prevention and fighting;
c) Ensure the safety of fire prevention and fighting during the use of source of fire or heat, the fire or heat generating equipment and tools and in preservation and use of inflammable materials;
d) Prevent the risk of direct fire generation and acts of violation of regulations on safety of fire prevention and fighting;
dd) Comply with other regulations related to personal responsibility in this Law.
4. The fire fighting police shall have to guide and inspect fire prevention and fighting activities of agencies, organizations, households and individuals and perform fire-fighting task.

What are the contents of fire safety, firefighting, and rescue knowledge, skills for pupils and students in Vietnam?

Pursuant to Article 3 of Circular 06/2022/TT-BGDDT as follows:

- Contents of law education regarding fire safety, fire fighting, and rescue.

+ Legislative documents, guiding documents regarding fire safety, fire fighting, and rescue according to the Law on Fire Protection and Fire Fighting and regulations of Ministry of Education and Training.

+ Responsibilities of authorities, sectors, organizations, individuals, and families in fire safety, fire fighting, and rescue.

+ Danger, damage, and consequences of fire, explosion to individuals, families, community, and society.

d) Fire safety, fire fighting, and rescue measures, procedures in families, schools, and community; responsibilities upon notifying fire, explosion, accidents.

- Basic contents, knowledge, and skills regarding fire safety, fire fighting, and rescue integrated with formal subjects integrated in preschool education program and formal education program promulgated by Ministry of Education and Training or training programs of higher education institutions.

- Additional knowledge and skills regarding fire safety, fire fighting, and rescue provided for learners by education institutions in order to satisfy requirements under Article 5 hereof while meeting conditions of the education institutions.

- Details of fire safety, fire fighting, and rescue drills, including: fire fighting and rescue equipment training (using actual equipment or model equipment), movement drills in case of fire, explosion.

- Duration of support activities and drills regarding fire safety and fire fighting: For preschool children, at least 1 session/school year. For students of formal education institutions and students of continuing education institutions, at least 2 sessions/school year. For university students, at least 3 sessions/school year.

Circular 06/2022/TT-BGDDT takes effect from June 26, 2022.
