According to Article 6 of Circular 02/2022/TT-BVHTTDL of Vietnam stipulating the standards for class III librarians:
"Article 6. Librarians class III - Code: V.10.02.06
1. Mission:
a) Formulate annual plans on assigned library professional tasks and organize their implementation after they are approved;
b) Carry out professional and library activities as assigned;
c) Participating in research and application of scientific and technological achievements in library activities.
2. Standards of training and retraining qualifications:
a) Having a university degree or higher majoring in information - library. If you graduate from a university or higher in another major, you must have a certificate of professional training in knowledge and skills in the information-library major, issued by a competent agency or organization;
b) Possessing a certificate of standardization for professional titles of library officers.
3. Standards of professional competence:
a) Understand the guidelines and guidelines of the Party, policies and laws of the State, development strategy on library and reading culture;
b) Mastering professional and professional knowledge about libraries;
c) Having the ability to analyze, synthesize, and advise on the issues assigned to advise and manage;
d) Capable of guiding library users to use library facilities to access and exploit information;
dd) Having basic information technology skills, using foreign languages or using ethnic minority languages for public employees working in ethnic minority areas according to job position requirements."
According to Article 7 of Circular 02/2022/TT-BVHTTDL stipulating the standards for class IV librarians:
"Article 7. Class IV librarians - Code: V.10.02.07
1. Mission:
a) Processing information resources, including: technical processing, form processing, organization of information resources with simple and universal content;
b) Organizing information resources, including: Organizing documents in the archives and performing manual steps in preserving all kinds of documents;
c) Participate in inventory and purification of information resources as assigned;
d) Directly serving library users.
2. Standards of training and retraining qualifications:
a) Possessing an intermediate or higher diploma in information-library major. In case of graduating from an intermediate level or higher in another major, a certificate of professional knowledge and skills training in the information-library major must be obtained by a competent agency or organization.
b) Possessing a certificate of standardization for professional titles of library officers.
3. Standards of professional competence:
a) Understand the provisions of the law on library work;
b) Having basic knowledge of library operations;
c) Capable of guiding library users to access and exploit information and libraries;
d) Capable of applying information technology to perform assigned tasks;
dd) Proficiently use technical means and equipment in service of task requirements."

- In case when recruiting public employees with doctoral training, suitable to the job position recruited, appointed to the professional title of class III librarian: rank 3rd, salary coefficient 3.00 , grade A1 public employees; - In case when recruiting public employees with a master's degree, suitable for the job position to be recruited, appointed to the professional title of class III librarian: rank 2, salary coefficient 2.67 , grade A1 public employees; -In case when recruiting public employees with university training qualifications suitable to the job position recruited, they are appointed to the professional title of class III librarian: rank 1st, salary coefficient 2.34, rank of public officer grade A1 | - In case when recruiting public employees with college training qualifications suitable to the job position recruited, they are appointed to the professional title of class IV librarian: rank 2, salary coefficient 2.06, the rank of public officer class B; - In case when recruiting public employees with intermediate training qualifications suitable to the job position recruited, they are appointed to the professional title of class IV librarian: rank 1st, salary coefficient 1.86, class B public officer. |
Can a class IV official take the exam or be considered for promotion to the professional title of a class III librarian of Vietnam?
According to Clause 4, Article 6 of Circular 02/2022/TT-BVHTTDL stipulating:
- Having worked as a librarian of class IV or equivalent for full 02 years or more (excluding probationary period) for a college degree or from full 03 years or more (excluding the probationary period) for the intermediate level.
- In case of equivalent duration, must have at least 01 year (full 12 months) holding the title of class IV librarian by the deadline for submitting the application for examination or consideration for promotion.
Circular 02/2022/TT-BVHTTDL of Vietnam comes into force from August 15, 2022.
