Pursuant to Subsection 2 Section 2 of Decision 131/QD-TTg in 2022, clearly stated the objectives of the Scheme on strengthening the application of information technology and digital transformation in education and training during 2022 - 2025, with orientation to 2030" as follows:
2. Objectives by 2025
a) Strongly innovate the method of organizing education, making teaching and learning in the digital environment an essential and daily educational activity for each teacher and each learner
- Regarding access to online education: 50% of students, each student and each qualified teacher (in terms of means, transmission lines, software) effectively participate in online teaching and learning activities.
- Regarding the online educational environment
+ Set up a number of online teaching and learning platforms that are domestic products, used by over 50% of students;
+ Establish a national online learning materials repository to meet the requirements for learning materials for 50% of general education program contents;
+ Over 50% of higher education institutions provide training programs (degrees) in distance and online training programs.
- Regarding the scale of online education
+ The proportion of general education program contents implemented online averages 5% at primary level, 10% at secondary level;
+ The proportion of online classes in higher education institutions averages 20%;
+ Among learners who get the second university degree, at least 50% study online (with online time accounting for more than 50%).
b/ Vigorously innovate technology- and data-based management and administration methods, raise the effectiveness, management efficiency and quality of provision of support services provided by the State and educational institutions
- Regarding school governance: 100% of educational institutions apply school management systems based on data and digital technology, in which:
+ 100% of learners, 100% of teachers are managed by digital records with uniform national identifiers;
+ 80% of facilities, equipment and other resources for education, training and research are managed by digital records.
- Regarding education management: The management information system of the whole education sector is established and operated effectively, in which:
+ The industry-wide database is completed, smoothly connected with all educational institutions to ensure the provision of complete, reliable and timely management information; effectively connected and shared with national databases;
+ Education management agencies from central to local levels are operated mainly based on data and digital technology, of which 90% of work dossiers are at ministerial and departmental levels; 80% of department-level work records are transacted and processed in the digital environment (excluding work processing records with confidential content).
- Learner and citizen support services
+100% of administrative procedures are eligible to deploy online public services level 4 (or level 3 if no payment is incurred);
+ The proportion of level 3 and 4 online settlement applications out of the total number of applications reaches at least 50%;
+ The proportion of learners and parents satisfied with the quality of online services of educational institutions reaches an average of 80%;
+ The proportion of organizations and individuals satisfied with the quality of online public services of educational management agencies reaches an average of 80%.

What are the solutions for synchronously operating the education and training management information system and the education sector database in Vietnam?
Pursuant to Subsection 3, Section 3 of Decision 131/QD-TTg in 2022, the solutions for synchronously operating the education and training management information system and the education sector database in Vietnam are specified as follows as follows:
Innovate models, management processes, strongly reform administrative procedures
- Review and reform models of governance of higher education institutions (enrollment management, training program management, learner information management, team information management, facilities management, financial management, scientific research management, e-office management, etc manage other training and research activities);
- Review, reduce and simplify administrative procedures and business processes in the direction of helping to effectively apply digital technology;
- Operate online public service portal (integrating electronic one-stop information system) with specialized professional systems to provide digital services, connecting with the National Public Service Portal; expand level 3 and level 4 online public services;
- Strongly apply artificial intelligence technology in service provision (such as virtual assistant, automatic answer); test a shared platform that solves some paperless administrative procedures in the education sector based on the education sector database platform.
Develop databases and information systems for education and training management
- Develop and complete databases to serve all educational management agencies; complete the large database of the education sector at the Ministry of Education and Training (including databases on learners, teachers, educational administrators and staff, facilities, finance - investment, education accreditation, scientific research and training programs);
- Operate the education sector management information system, fully and comprehensively connecting data from educational institutions, education and training departments, departments of education and training to the Ministry of Education and Training; connect data between the education sector and national databases, specialized databases and local databases for reporting, monitoring, monitoring, warning, forecasting, inspection and inspection of educational management agencies;
- Develop information operation and supervision centers at educational management agencies and schools, apply artificial intelligence technology, and analyze big data to support educational management activities.
Develop digital applications and platforms for the administration of educational institutions
- Operate a school administration platform that integrates digital workspaces to 100% of educational institutions to create an online working and interactive environment for educational administrators, teachers, staff and learners; ensure the connection and interconnection of data from educational institutions with the nationwide database system of the education sector;
- On the database platform, operate electronic record applications, communication between schools and families, non-cash payment, communication and connection with application platforms inside and outside the education sector; Deploy advanced school governance models on digital platforms to ensure practicality and efficiency.
Develop a connected digital environment
- Operate a data connection and sharing platform of the education sector connected to the national data integration and interconnection axis; deploying an identification code management platform, user authentication in the digital environment of the education sector;
- Apply the Internet of Things (IoT) in digitizing, monitoring, managing and exploiting educational resources, objects and activities in schools, ensuring real-time connection with school management information systems.
What are the solutions for completing mechanisms and policies to promote digital transformation and strengthen monitoring and assessment of the implementation of those in Vietnam?
Pursuant to subsection 6 Section 3 of Decision 131/QD-TTg in 2022, the solutions for completing mechanisms and policies to promote digital transformation and strengthen monitoring and assessment of the implementation those in Vietnam are:
- Review and promulgate the system of legal documents regulating digital transformation in teaching, educational institution administration and educational management activities; regulation of databases in the education sector; stipulating the digital capacity of teachers, educational administrators, staff and learners;
- Review and promulgate technical regulations on data; guide the connection and sharing of data between units and agencies in the education sector and the education sector with national databases; guidance on the technical connection of the implementation of non-cash payments in educational institutions; promulgate technical criteria of digital platforms used in the education sector; promulgate sets of digital transformation assessment indicators for educational institutions and educational management agencies;
- Promulgate policies to promote innovative activities, new education and training models based on digital platforms and technologies; policies to mobilize the participation and resource contribution of overseas Vietnamese organizations, individuals and experts for digital transformation in education and training; policies to promote the development of educational technology (Edtech); educational computer policies for students; educational Internet policy;
- Regularly inspect, audit, supervise, and evaluate the application of information technology and digital transformation in education and training; evaluate and announce digital transformation indicators for educational institutions and educational management agencies on the mass media.
