How many titles are there for officials in the banking sector in Vietnam?
An official in the banking sector is understood to be an official working at units under the State Bank of Vietnam.
Under regulations in Article 2 of Circular 14/2022/TT-NHNN, there are 05 titles and codes thereof for officials in the banking sector in Vietnam, including:
- Senior Bank Controller (Code: 07.044)
- Principal Bank Controller (Code: 07.045)
- Bank Controller (Code: 07.046)
- Bank Storekeeper and Cashier (Code: 07.048)
- Currency - Treasury Officer (Code: 07.047)

What are the criteria for officials in the banking sector in Vietnam?
According to Article 3 of Circular 14/2022/TT-NHNN regarding ethical standards:
- Possess firm political bravery, and steadfastness with Marxism-Leninism, and Ho Chi Minh Thought; grasp thoroughly the CPV's orientations, guidelines, and State policies and laws; remain loyal to the Fatherland; protect the interests of the State and the people.
- Fully comply with the duties of an official as prescribed by law; seriously adhere to assignments from superiors, comply with the law, maintain administrative discipline and order; be a role model in implementing the agency's rules and regulations.
- Perform duties with dedication, responsibility, integrity, honesty, objectivity, fairness, and exemplary conduct; exhibit courtesy, culture, and standards in communication and serving the public.
- Lead a healthy, modest lifestyle, foster solidarity; practice thrift and integrity; and not exploit public positions for personal gain; avoid bureaucracy, corruption, wastage, and negativity.
- Regularly engage in learning and improving political qualities, moral conduct, professional ethics, and skills.
Are officials in the banking sector in Vietnam required to have foreign language and informatics certificates?
- For Senior Bank Controller:
According to point d and point đ clause 4 Article 4 of Circular 12/2019/TT-NHNN, the qualifications required for a Senior Bank Controller include:
+ Having a foreign language certificate equivalent to level 4 of the Vietnamese Language Competency Framework as prescribed in Circular 01/2014/TT-BGDDT.
+ Having an informatics certificate meeting basic informatics skills standards as prescribed in Circular 03/2014/TT-BTTTT.
However, according to point h clause 3 Article 4 of Circular 14/2022/TT-NHNN, informatics only requires a Senior Bank Controller to have basic informatics skills and the ability to use a foreign language as required by the job position.
- For Principal Bank Controller:
According to point d and point đ clause 4 Article 5 of Circular 12/2019/TT-NHNN, the qualifications required for a Principal Bank Controller include:
+ Having a foreign language certificate equivalent to level 3 of the Vietnamese Language Competency Framework as prescribed in Circular 01/2014/TT-BGDDT.
+ Having an informatics certificate meeting basic informatics skills standards as prescribed in Circular 03/2014/TT-BTTTT.
However, according to point i clause 3 Article 5 of Circular 14/2022/TT-NHNN, informatics only requires a Principal Bank Controller to have basic informatics skills and the ability to use a foreign language or an ethnic minority language for officials working in ethnic minority areas as required by the job position.
- For Bank Controller:
According to point d and point đ clause 4 Article 6 of Circular 12/2019/TT-NHNN, the qualifications required for a Bank Controller include:
+ Having a foreign language certificate equivalent to level 2 of the Vietnamese Language Competency Framework as prescribed in Circular 01/2014/TT-BGDDT.
+ Having an informatics certificate meeting basic informatics skills standards as prescribed in Circular 03/2014/TT-BTTTT.
However, according to point e clause 3 Article 6 of Circular 14/2022/TT-NHNN, informatics only requires a Bank Controller to have basic informatics skills and the ability to use a foreign language or an ethnic minority language for officials working in ethnic minority areas as required by the job position.
- For Bank Storekeeper and Cashier:
According to points b and c clause 4 Article 7 and points b and c clause 4 Article 8 of Circular 12/2019/TT-NHNN, the qualifications required for a Bank Storekeeper and Cashier include:
+ Having a foreign language certificate equivalent to level 1 of the Vietnamese Language Competency Framework as prescribed in Circular 01/2014/TT-BGDDT.
+ Having an informatics certificate meeting basic informatics skills standards as prescribed in Circular 03/2014/TT-BTTTT.
However, according to Article 7 of Circular 14/2022/TT-NHNN, informatics does not require foreign language and informatics requirements for Bank Storekeeper and Cashier.
- For Currency - Treasury Officer:
According to points b and c clause 4 Article 9 of Circular 12/2019/TT-NHNN, the qualifications required for a Currency - Treasury Officer include:
+ Having a foreign language certificate equivalent to level 1 of the Vietnamese Language Competency Framework as prescribed in Circular 01/2014/TT-BGDDT.
+ Having an informatics certificate meeting basic informatics skills standards as prescribed in Circular 03/2014/TT-BTTTT.
However, according to Article 8 of Circular 14/2022/TT-NHNN, the Currency - Treasury Officers will perform the duties of Currency - Treasury Officers and be not required to meet foreign language and informatics requirements.
Circular 14/2022/TT-NHNN takes effect from January 1, 2023, and replaces Circular 12/2019/TT-NHNN.
