"Article 1. Amending and supplementing a number of articles of the Circular No. 59/2021/TT-BQP dated June 11, 2021 of the Minister of National Defense of Vietnam stipulating and guiding the implementation of enrollment in schools in the Army

11. To amend and supplement Clause 1, Article 74 as follows:
"first. Subjects are directly considered for admission, priority is given to admission and selection of excellent high school students into military colleges and universities:
a) Candidates for direct admission, priority for admission according to the regulations of the Ministry of Education and Training of Vietnam
- Hero of Labor, Hero of the People's Armed Forces, National Emulation Fighter who graduated from high school.
- Candidates who have achieved high results in national or international exams and competitions organized and sent by the Ministry of Education and Training of Vietnam to participate, will be considered for direct admission in the year of graduation from high school into majors. suitable to the exam subject, the content of the winning topic; Specifically in the following cases: Candidates who win first, second and third prizes in national and international competitions for selecting excellent students or in national and international science and engineering competitions organized by the Ministry of Education and Training of Vietnam positions, appoint participants; The time of winning the award must not exceed 3 years from the time of direct admission.
b) Eligible candidates for admission to high school students
- Candidates who graduated from high school, achieved excellent academic performance, good conduct in 10th grade, 11th grade, and 1st semester in 12th grade and participated in the exam for excellent students at the high school level at the provincial or municipal level. The Central Government won the first, second and third prizes in one of the subjects according to the selection combination of the recruiting school or the combination of 3 subjects according to the selection group of the recruiting school. Candidates who win the first, second and third prizes in the contest for excellent students at the provincial or centrally-run city level, if they have not graduated from high school, are reserved until the end of the year of high school graduation (reserved only until the end of the year of high school graduation and pass the high school graduation exam, the following years are no longer valid for admission).
- Candidates who graduated from high school in the year of enrollment, achieved excellent academic performance, good conduct in 10th grade, 11th grade and 1st semester in 12th grade and have a IELTS score of 5.0 or TOEFL iBT 50 points or more (certificate is valid until the time of admission).
- Candidates who graduated from high school in the year of enrollment, achieved excellent academic performance, good conduct in 10th grade, 11th grade and 1st semester in 12th grade and obtained a certificate of Russian language TRKI-2 or higher ( certificates are valid until the time of admission), apply for admission to the Russian Language major at the Academy of Military Sciences.
- Candidates who graduated from high school in the year of registration, achieved excellent academic performance, good conduct in 10th grade, 11th grade and 1st semester in 12th grade and obtained the Chinese language certificate HSK-4 or higher (the certificate is valid until the time of admission), apply for admission to the Chinese Language major at the Academy of Military Sciences.
Candidates applying for admission, if the results of the high school graduation exam meet the criteria to ensure the quality of the entrance as prescribed; Directors and principals of schools consider and report to the Military Admissions Board of the Ministry of National Defense of Vietnam to decide on admission.”

"2. Particularly, candidates who are ethnic minorities are very few according to current regulations of the Government, candidates in 20 poor border districts and islands in the Southwest region and candidates with permanent residence for 3 years or more. go up, study for 3 years and graduate from upper secondary school in poor districts (ethnic high school students are boarding based on their permanent residence) according to the regulations of the Government and the Prime Minister of Vietnam; To apply for admission directly to schools in the Army, do the following:
a) Direct admission schools
- Schools assigned enrollment quotas higher than 100 are eligible for direct admission not exceeding 3% of the target; Schools assigned enrollment quotas of 100 or less are eligible for direct admission not exceeding 5% of the target. Successful candidates must learn additional knowledge for 1 year before entering the official school; additional knowledge programs are prescribed by the principals of the schools.
- Particularly for academies: Military Engineering, Military Medicine, Military Science, Air Defense - Air Force (Aviation Engineer training system) and Air Force Officer School (Military Pilot training system), not conduct direct selection examination of the subjects specified in Clause 2 of this Article.
b) Organization of recruitment examination
The Military Admissions Board of the Ministry of National Defense of Vietnam is responsible for guiding schools on application procedures, admission criteria and organization of admissions.”
