Are all people's household registration books revoked in Vietnam?
Pursuant to Clause 2, Article 26 of Circular 55/2021/TT-BCA stipulates when citizens carry out the following procedures:
- Registration of permanent residence;
- Adjusting information in the Database on Residence;
- Do the separation;
- Delete permanent residence registration;
- Registration of temporary residence, extension of temporary residence;
- Deletion of temporary residence registration leads to changes in information in household registration book, temporary residence book.
The residence registration agency is responsible for revoking the issued household registration book and temporary residence book, adjusting and updating information in the database on residence in accordance with the Law on Residence and not renewing or reissuing the household registration book and temporary residence book.
Therefore, not all household registration books will be revoked, but only the above-mentioned cases will have their household registration books revoked. Therefore, at present, people do not have to worry about all household registration books being revoked, making it difficult for household registration-related jobs.

Revocation of paper household registration books, which documents to use instead in Vietnam?
When citizens have their household registration books or temporary residence books revoked, they can apply for a request for confirmation of residence information as prescribed in Article 17 of Circular 55/2021/TT-BCA as follows:
“Article 17. Residence information verification
1. Citizens wishing to have their residence information verified may visit registration authorities across the country regardless of their places of residence to request such verification or send a request for residence information verification via the national public service portal, public service portal of the Ministry of Public Security or public service portal for residence management.
2. Residence information that may be verified includes residence registration time, location and type. Residence information verification shall be valid for 06 months starting from the date on which the verification is made for the cases mentioned in Clause 1 Article 19 of the Residence Law if residence declaration is verified and valid for 30 days starting from the date on which the verification is made if residence information is verified. In case residence information of a citizen has changed and the change is updated to the residence database, residence information verification shall become invalid from the time of such change.
3. Within 03 working days, the registration authority shall verify residence information in writing (with signature and stamp of head of the registration authority) or via electronic documents (with digital signature of head of the registration authority) at the request of the citizen.
4. In case a piece of information on an individual or a household needing to be verified is not yet updated to the residence database, the registration authority shall provide the citizen with instructions on revision of residence information in the residence database according to regulations in Article 26 of the Residence Law.”
People will use this paper to perform tasks that require a household registration book.
When to abolish the paper household registration book according to Vietnamese regulations?
Pursuant to Article 38 of the Law on Residence 2020 of Vietnam, the use value of household registration books and temporary residence books is as follows:
- Starting from the date on which this Law comes into force, issued family registries and temporary residence registries may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive.
- In case where information in a family registry or temporary residence registry differs from information in the residence database, the latter shall be used.
- When a citizen carries out a residence registration procedure that changes information in their family registry or temporary residence registry, the registration authority shall revoke the issued family registry or temporary residence registry, and update information in the residence database in compliance with regulations of this Law and not issue a new family registry or temporary residence registry or reissue the old family registry or temporary residence registry to the citizen.
Therefore, by 31/12/2020, the household registration book, and the temporary residence book will no longer be valid for use, instead, the competent authorities will urgently and fully issue citizen identification with chips, which is a legal document for people to transact and carry out procedures, without confirmation of any agency anymore.
