Proposing solutions to create a driving force for rapid and sustainable development of the country in the period of 2021-2030?

Pursuant to Section I of the Appendix issued together with Decision 1030/QD-BKHCN in 2022 of the Ministry of Science and Technology, the goals of implementing the program of building and perfecting the driving force for rapid development have been set forth. and sustainability of the country in the new period as follows:

“I. Target

Provide theoretical and practical basis for building and perfecting a synchronous, democratic, feasible manufacturing institution, unleashing the potential and creating a driving force for rapid and sustainable development of the country in the 2021-2030 period. towards 2045. Specific goals include:

1. Researching basic theoretical issues about institutions, structure, types of institutions, the interaction relationship between types of institutions, between institutions and development as a theoretical basis for building building and perfecting the institution to create a driving force for the country's and sustainable development . Fully identify new factors affecting the completion of the development institution.

2. Summarize and evaluate the overall and specific status of the current institutional system, discover the advantages, limitations and causes of limitations in the current institution, and bottlenecks in the design of the physical system. institutional arrangements and institutional implementation reduce the country's development motivation.

3. Explain and propose a system of viewpoints, directions and solutions (especially breakthrough solutions) to the Party and State agencies in order to build and perfect the system of development tectonic institutions , unleashing all social potentials, creating new impetus for the country's rapid and sustainable development in the period of 2021-2030, with a vision to 2045."

Thus, in order to complete the program of building and perfecting the institution to create a driving force for rapid and sustainable development of the country in the new period, it is necessary to complete the above-mentioned specific goals.

Pursuant to Section II of the Appendix issued together with Decision 1030/QD-BKHCN in 2022 of the Ministry of Science and Technology, which guides the contents that need to be implemented to create a driving force for rapid and sustainable development of the country in the future. The new period is as follows:

“II. Content

I. Research, summarize theory and practice on institutions, propose policies and solutions to build and perfect the institutional system to create rapid and sustainable development of the country in the 2021-2030 period, with orientation to year 2045:

- Theoretical issues on development institutions and perfecting synchronously the country's development institutions.

- Theoretical issues on the relationship between institutions in various fields of social life, the factors that determine and affect the quality of institutions that create the driving force for rapid and sustainable development.

- Typical institutional models in the world, historical experiences and world experiences on building and implementing development institutions.

- Forming a set of criteria to evaluate and measure the completion, effectiveness and efficiency of the development institution.

2. Summarize and evaluate the overall status of the current institutional system in various fields of social life; identify limitations and causes of limitations in current institutions, detect bottlenecks in the institutional system, and in institutional implementation that reduce the motivation for national development and innovation to meet meet the country's new development requirements:

- Summarizing and evaluating the current state of state institutions in the mechanism of "Party leadership, State management, people's mastery".

- Summarizing and evaluating the current status of democratic institutions, ensuring citizenship and human rights, and protecting disadvantaged groups in society.

- Summarizing and evaluating the institutional status of the socialist-oriented market economy development.

- Summarize and evaluate the institutional status of management and social development, environmental protection.

- Summarize and evaluate the institutional status of development of health, education, culture, science, technology and innovation, labor and social security.

3. Research, propose viewpoints, directions and solutions to build and perfect a system of political - economic - cultural - social institutions in a synchronous, democratic, integration, rule of law, liberating potential social, constructive and developmental skills that meet the following requirements:

- To bring into play the superiority of Vietnam's socialist political system, build a modern, democratic, tectonic, and efficient state institution.

- Developing a modern and integrated socialist-oriented market economy.

Accordingly, in order to create fast and sustainable development for the country, it is necessary to implement the above provisions, including renovating and improving the quality of education and health care.

Pursuant to Section III of the Appendix issued together with Decision 1030/QD-BKHCN in 2022 of the Ministry of Science and Technology stipulates as follows:

“III. Expected product

1. Report summarizing the research results of the Program on the scientific and practical basis for building and perfecting the institution that creates the driving force for the country's rapid and sustainable development in the 2021-2030 period, with a vision to 2020. 2045.

2. Report on transferring research results of the task to agencies of the Party and State on solutions to building and perfecting the system of synchronous, democratic, integrated socio-economic institutions, rule of law, unleashing social potential, creating development for reference and applying to policy-making activities, laws and organizing the implementation of policies and laws to create breakthrough and comprehensive development. , fast and sustainable country for the period of 2021-2030, with a vision to 2045.

3. Scientific reports of the assignment to science and technology organizations (research institutes, training institutions, etc.) to serve as references for research and teaching. .

4. Scientific publications announcing new research results of the task, including: journal articles; scientific books published domestically and internationally; Proceedings, reports at national and international scientific conferences/conferences.”

Accordingly, in the process of implementing the Program to build and perfect the institution to create a driving force for the country's rapid and sustainable development in the new period, the products according to the above-mentioned contents are expected to be achieved.
