Principles of implementation
1. The construction and management of national databases, databases of ministries, branches and localities is the responsibility of the Ministry of Home Affairs, ministries, branches, localities, cadres, civil servants and public employees; implemented in a uniform, synchronous, scientific manner, reflecting fully, accurately and promptly the information of each cadre, civil servant, public employee, employee, since being recruited, signed a labor contract. work until they no longer work at state agencies; ensure consistency in direction and administration; maximum concentration of resources, shortening the time in collecting, editing and updating information about cadres, civil servants, public employees and employees in state agencies.
2. National databases, databases of ministries, branches and localities shall be stored, kept confidential, and ensured information security and safety in accordance with law. The construction, management, use and exploitation comply with the Party's regulations and relevant laws and in accordance with the Vietnam E-Government Architecture Framework; regulations on management, connection and sharing of digital data by state agencies; regulations on protection of private life, personal secrets, family secrets and other relevant laws.
3. Data of cadres, civil servants, public employees and employees must be updated and accurate according to the provisions of law. Data of cadres, civil servants, public employees and employees is managed according to the restriction of access and encryption of a number of information fields to ensure confidentiality and information safety in cadre work. The determination of data access restrictions comply with the Party's regulations and the law on cadres, civil servants and public employees.
4. The person who has been approved in writing by the competent authority managing cadres, civil servants and public employees may access, research, use and exploit data on the National Database or Database of ministries, branches or localities as prescribed by law, except information of that individual or otherwise provided for by law.
5. Do not provide information in the form of documents for information that has been exploited through the form of data connection and sharing between information systems. It is not required to re-declare the information and data already in the national database or in the database of the ministry, branch or locality, except in the case of updating or using it for purposes of data verification.

Methods of exploitation and use of data
Ministries, branches and localities shall exploit and use data of the National Database with accounts provided by the Ministry of Home Affairs and access through the website of the National Database of cadres, civil servants and public employees in state agencies at https://ccvc-portal.moha.gov.vn (using dedicated data transmission networks of Communist Party and State agencies) or using services share data on the basis of ensuring information security and protecting personal data.

Thus, ministries, branches and localities shall exploit and use data of the National Database using accounts provided by the Ministry of Home Affairs and at the same time:

- Accessed through the website of the National Database on cadres, civil servants and public employees in state agencies at https://ccvc-portal.moha.gov.vn (using dedicated data transmission networks of Communist Party and State agencies); or

- Use data sharing services on the basis of ensuring information security and protecting personal data.

What are the responsibilities of agencies and units employing cadres, civil servants, public employees and employees in exploiting the National Database?

According to the provisions of Article 15 of the Regulation issued together with Circular No. 06/2023/TT-BNV, clearly stating the responsibilities of agencies and units employing cadres, civil servants, public employees and employees as follows:

Firstly, agencies and units responsible for managing decentralized accounts; grant, restrict, extend or cancel access to the database according to the management hierarchy.

Secondly, organize the management of cadres, civil servants, public employees and employees according to the provisions of this Regulation and regulations of competent authorities. Comply with the direction, inspection and professional guidance on data management of cadres, civil servants, public employees and employees of superior agencies.

Thirdly, urge and inspect the implementation of regulations on data management of cadres, civil servants, public employees and employees within the scope of management. Advise on reviewing and handling violations of agencies, units and individuals that fail to update data, make mistakes in updating data and preserving databases according to management decentralization.

Fourthly, perform the tasks specified in Clause 1, Article 7 of the Regulation promulgated together with Circular No. 06/2023/TT-BNV according to management decentralization.
