In cases where a vehicle has exceeded its usage period, is damaged, or transferred in ownership, the vehicle's identification plate will be recovered by the vehicle registration authority and issued again when the vehicle owner registers another vehicle under their ownership. The identification plate number will be retained for the vehicle owner for a period of 5 years from the date of recovery; beyond this period, if the vehicle owner does not register the identification plate for another vehicle, it will be transferred into the plate warehouse to be registered and issued to other organizations or individuals in accordance with regulations.

Thus, when a vehicle has exceeded its usage period, the identification plate will be recovered by the vehicle registration authority. The vehicle owner will be reissued the identification plate when registering another vehicle.

If, after 5 years from the date of recovery, the vehicle owner has not registered the identification plate for another vehicle, the identification plate will be formally transferred into the plate warehouse and issued to another individual.

How long do vehicle owners have to declare a vehicle that has exceeded its usage period?

Pursuant to Clause 5, Article 6 of Circular 24/2023/TT-BCA on the responsibilities of vehicle owners when a vehicle exceeds its usage period as follows:

Within a period of 7 days from the date the vehicle exceeds its usage period, is damaged beyond use, or is destroyed due to objective reasons, the vehicle owner must declare on the public service portal and submit the vehicle registration certificate, plates to the vehicle registration authority or the local police (regardless of the vehicle owner's place of residence) for the procedure of recovery.

Thus, when a vehicle has exceeded its usage period, the vehicle owner must declare the vehicle's expired usage period within 7 days from the date the vehicle exceeds its usage period. The declaration is conducted on the public service portal.

Afterward, the vehicle owner submits the vehicle registration certificate and plates to the vehicle registration authority or the local police to complete the recovery procedure.

1. Responsibilities of the Vehicle Registration Authority

a) Based on the list of automobiles that have exceeded their usage period or are not allowed to operate as per legal regulations provided by the inspection authority or competent state authority, the vehicle registration authority must review and notify the relevant organizations or individuals to complete the recovery procedures. Within 30 days from the date of notification, if the vehicle owner does not complete the recovery procedures, administrative violations will be dealt with according to legal regulations;

b) Update the vehicle owner’s declaration information on the electronic portal of the Traffic Police Department or the public service portal regarding vehicles that have exceeded their usage period, are discarded, are damaged beyond use, or are destroyed due to objective reasons, and need recovery procedures as prescribed in this Circular;

c) Notify the list of vehicles that have exceeded their usage period, are not allowed to operate, or are stolen as prescribed to the police units and localities responsible for ensuring traffic order and safety, so they can detect and handle according to legal regulations, and notify the vehicle owner through email, text message, or public service portal;

d) For vehicles registered under the provisions of Clause 8, Article 23 of this Circular, the vehicle registration authority must notify the vehicle owner and proceed with the decision to recover the vehicle registration and plates. For vehicle records with a conclusion from the competent authority that they are forged or the engine numbers or chassis numbers have been altered, welded, or erased, the case will be transferred to the investigative authority for clarification and handling according to legal regulations.

Thus, when recovering vehicle registration certificates and plates, the vehicle registration authority has the responsibility to implement the above-stated regulations.
