Value and Usage Standards for Automobiles for the Chairman of the National Assembly as Prescribed in Decree 72/2023/ND-CP
What is the maximum number of cars used to serve the Chairman of the National Assembly?
Pursuant to Decree 72/2023/ND-CP on standards, norms for using cars issued by the Government of Vietnam.
Specifically: in Article 18 of Decree 72/2023/ND-CP stipulates as follows:
Standards and norms for using cars for state ceremonial purposes
1. Standards and norms for using cars for foreign affairs of the Party and State (hereinafter referred to as state ceremonial cars):
a) Cars for serving the Head of State, Deputy Head of State, Chairman of the National Assembly, Prime Minister of the Government of Vietnam, Secretary-General of the United Nations, foreign ambassadors presenting credentials (hereinafter referred to as Group 1): Maximum 04 cars.
b) Cars serving the Deputy Chairman of the National Assembly, Deputy Prime Minister of the Government of Vietnam, Minister of Foreign Affairs or equivalent, spouse of the Head of State, Deputy Head of State, Chairman of the National Assembly, Prime Minister of the Government of Vietnam (hereinafter referred to as Group 2): Maximum 18 cars.
c) Cars serving other ministers, members of high-level delegations, deputies of delegations of Deputy Head of State level, royal members (Prince, Crown Prince, Princess,...), heads of ruling parties,... state guests of ministries, central agencies, and serving Vietnamese officials participating in welcoming delegations (hereinafter referred to as Group 3): Maximum 37 cars.
d) Cars transporting luggage for international delegations visiting our country officially and high-level delegations of our Party and State visiting other countries (hereinafter referred to as Group 4): Maximum 03 cars.
2. State ceremonial cars are equipped and managed by the Ministry of Foreign Affairs for foreign affairs of the Party and State. The Ministry of Foreign Affairs shall take the lead, in cooperation with the Ministry of Finance and relevant agencies, to submit to the Prime Minister of the Government of Vietnam to determine the specific type and purchase price of cars for each group as stipulated in clause 1 of this Article when procuring equipment to meet the requirements of foreign affairs of the Party and State, in accordance with the actual situation and conditions of the country at each period.
Thus, the maximum number of cars serving the Chairman of the National Assembly is 04 cars.
The cars are equipped and managed, used by the Ministry of Foreign Affairs.

Based on Decree 72/2023/ND-CP on standards and norms for using cars issued by the Government of Vietnam.
The value and usage norms of cars for the Chairman of the National Assembly are specified in Article 4 of Decree 72/2023/ND-CP as follows:
Positions entitled to use one car regularly, even after retirement, without any price limit
1. General Secretary.
2. President.
3. Prime Minister of the Government of Vietnam; Chairman of the National Assembly.
Thus, the Chairman of the National Assembly is entitled to regularly use one car without any maximum price limit.
Even after retirement, the Chairman of the National Assembly is still entitled to regularly use that car.
When does Decree 72/2023/ND-CP take effect?
According to Article 26 of Decree 72/2023/ND-CP as follows:
Implementation provisions and implementation responsibilities
1. This Decree takes effect from November 10, 2023.
2. This Decree replaces Decree No. 04/2019/ND-CP dated January 11, 2019 of the Government of Vietnam, regulating standards and norms for using cars.
3. Ministries, central agencies, provincial People's Committees, economic groups are responsible for:
a) Organizing the determination of the number of cars to be used by agencies, organizations, units, and state-owned enterprises under their management in accordance with standards and norms as prescribed in this Decree, notifying the relevant agencies, organizations, units, and state-owned enterprises and the Ministry of Finance. Units subordinating to or belonging to the Ministry as first-level budget estimate units must also comply with these regulations.
b) Directing agencies, organizations, units, and state-owned enterprises under their management to manage and use cars according to the correct standards and norms and handle surplus cars, liquidate cars when they meet the conditions as prescribed in this Decree; organizing and arranging the driver team when handling surplus cars in accordance with labor laws; accounting and publicizing the cost of using cars, the lump-sum cost of car usage, and hiring car services for official duties in accordance with the law; updating data on cars into the national database on public assets as prescribed.
4. The Ministry of Foreign Affairs shall issue regulations on managing and using state ceremonial cars after consulting relevant agencies.
5. Ministers, heads of central agencies, chairpersons of provincial People's Committees, chairpersons of member councils, chairpersons of boards of directors of economic groups, heads of relevant agencies, organizations, units, enterprises, and officials and public employees, laborers working in agencies, organizations, units, state-owned enterprises are responsible for implementing this Decree.
Thus, Decree 72/2023/ND-CP officially takes effect from November 10, 2023.
