The Communist Party flag is rectangular, with a width equal to 2/3 of the length, with a "Hammer and Sickle" symbol in the center. The flag's background is bright red like the national flag; the "Hammer and Sickle" symbol is bright yellow like the five-pointed yellow star on the national flag, as shown in Figure 1.

In addition, based on the provisions of Regulation 99-QD/TW in 2023, it is regulated as follows:

Flag Specifications of the Communist Party

1. Shape and Dimensions: The Communist Party flag is rectangular, with a width equal to 2/3 of the length, with a "Hammer and Sickle" symbol in the center. Depending on the scale, nature of the event, and the purpose of use, the flag size should be chosen appropriately, but must conform to the above standards.

2. "Hammer and Sickle" Symbol: The "Hammer" and "Sickle" shapes are placed perpendicularly to each other (no overlap at the intersection between "Hammer" and "Sickle"). The diameter of the "Hammer and Sickle" is 4/10 of the flag's width; the "Hammer and Sickle" is placed at the center of the flag; the "Hammer" is inclined upward at a 45-degree angle relative to the flag's width, and the "Sickle" is perpendicular to the "Hammer"; the handle of the "Hammer" and the handle of the "Sickle" are rectangular; the top of the "Hammer" forms a straight line with the pointed peak of the "Sickle" blade; the intersection of the "Hammer" handle and head forms a straight line with the top of the "Sickle" handle; the bottom of the "Hammer" handle forms a horizontal line with the bottom of the "Sickle" handle.

3. Color of the Communist Party flag: The flag's background is bright red (like the national flag); the "Hammer and Sickle" symbol is bright yellow (like the five-pointed yellow star on the national flag).

4. Material of the Communist Party flag: Fabric, paper, metal, and good, durable, and beautiful materials.

Who uses the flag of the Communist Party of Vietnam?

According to Article 2, Regulation 99-QD/TW in 2023, the subjects using the flag of the Communist Party of Vietnam are stipulated as follows:

- Agencies, units, and organizations within the political system and representative agencies, organizations, and individuals of Vietnam abroad are permitted to use the Communist Party flag in the following cases:

+ Decorating ceremonies and performing rituals when organizing Communist Party activities (Party Congress, Party meetings, announcements of Party decisions regarding Party organizations and members, awarding Party badges, admitting new Party members, foreign Party activities, state diplomatic activities...).

+ Decorating ceremonies in auditoriums, meeting rooms, reception rooms, traditional rooms, and premises (inside and outside the premises of agencies and organizations).

+ Decorating ceremonies when organizing commemorations of major holidays, historical, political, social events of the Party, the country, central bodies, ministries, sectors, central organizations, localities, agencies, units; when launching patriotic emulation movements; groundbreaking and inauguration ceremonies, attaching plates to major national projects...

+ Decorating temples, memorial areas, memorial houses of President Ho Chi Minh and the leadership of the Party, the State; revolutionary historical sites; martyr cemeteries, and martyr monuments...

+ Decorating squares, central areas, and streets.

- Officials and civil servants in agencies within the political system may place the Communist Party flag alongside the national flag on their desks following the specified regulations.

- Enterprises, business households, and households: May hang the Communist Party flag in front of their headquarters, gates, doors, or in front of the house walls (outside the apartment for apartment buildings) during major holidays, historical, political, social events of the Party, country, and other anniversaries and events as notified by local authorities, agencies, and units.

Reception Room:

The position of the Communist Party flag, the national flag with a handle on the left of the main background (viewed from outside or below), and the bust statue of President Ho Chi Minh is placed on a high platform, below the right of the flagpole as shown in the image:

Traditional Room:

- Positioning the Communist Party flag: The position and distance between the Communist Party flag, the national flag, and the slogan "LONG LIVE THE GLORIOUS COMMUNIST PARTY OF VIETNAM" must be balanced and harmonious with the space of the stage, specifically:

+ The Communist Party flag and the national flag on the left of the stage (viewed from below). The bust statue of President Ho Chi Minh is to the right below the Communist Party flag and the national flag, looking balanced and harmonious with the space.

+ The tip of the sickle of the Communist Party flag is aligned with the upper end of the yellow star on the national flag.

+ The Communist Party flag and national flag are decorated in a flying state, ensuring harmony with the bust statue of President Ho Chi Minh and the space of the stage.

- In case of arranging flags in a folding manner, one of the following methods should be used: vertical folding, single diagonal folding, double diagonal folding, or other forms to match, be solemn, and ensure high aesthetics.

- Alternatively, it may be prominently displayed in cabinets, attached to walls ensuring overall harmony with the common space as shown in the following image:

Premises (or the outer surface of the workplace building), cultural centers, cultural houses

- Agencies, units with premises: The flagpole is placed at the central position, suitable for the premises of the agency, unit as shown:

- Agencies, units without premises (or the premises where the flagpole cannot be placed):

The Communist Party flag is hung at the main porch of the building or on the roof of the building ensuring a solemn position, not obscured as shown:

- Cultural centers, cultural houses:

+ Premises with a flagpole: The Communist Party flag is hung on a separate pole as shown:

+ The main porch of the cultural center, cultural house can have pink flags (or multi-colored pennants).

+ Premises without a flagpole: The Communist Party flag and the national flag are hung in the middle on the main porch of the cultural center, cultural house; accordingly, pink flags (or pennants with many colors) are hung on both sides, lower than the Communist Party flag as shown:
