Recruitment of Excellent University Graduates in What Form?
Based on Article 7 of Decree 140/2017/ND-CP, the regulations are as follows:
Form of Recruitment
1. Outstanding university graduates and young scientists who meet the standards stipulated in Article 2 of this Decree shall be recruited through selection.
2. The Ministry of Defense and the Ministry of Public Security shall conduct the recruitment of outstanding university graduates and young scientists in accordance with the Law on Officers of the Vietnam People's Army, the Law on People's Public Security, and the guiding documents.
Thus, outstanding university graduates and young scientists meeting the standards stipulated in Article 2 of Decree 140/2017/ND-CP shall be recruited through selection.

Recruitment Procedure for Outstanding Students
According to Article 9 of Decree 140/2017/ND-CP, the following regulations apply:
- Agencies, organizations, and units authorized to recruit must publicly announce the recruitment at least 3 consecutive times on three mass media channels, including central or local newspapers, broadcast news, television news, and simultaneously post it on the electronic information page of the agency, organization, unit. The announcement should include registration conditions, the number of positions to be recruited, content of the application, submission deadline, submission address for application form, recruitment documents, phone number, and email address of the individual or organization receiving the documents.
The procedure, protocol for recruiting outstanding university graduates, and young scientists into the Ministry of Defense and the Ministry of Public Security are conducted according to the regulations of these ministries.
- Applicants submit 01 application form according to the template issued with this Decree to the recruiting agency, organization, or unit within no later than 30 days from the date of the recruitment announcement.
- Within 08 days from the expiration date for receiving the registration forms, the agency, organization, or unit is responsible for notifying the results of the document review to the applicants. Within 07 days from the date of the document review results, the agency, organization, or unit must organize the recruitment according to the regulations stipulated in Article 8 of this Decree. The agency, organization, or unit establishes a Recruitment Council and identifies the successful candidates according to current legal regulations on recruitment of officials and public employees.
After the announcement of recruitment results, the successful candidates must submit their documents to the competent recruiting agency, organization, or unit to verify the dossier.
- Recruitment Decision:
+ Within 05 working days from the date the recruitment results were approved by the authorized person, the recruiting agency, organization, or unit must issue a recruitment decision for the candidate who best meets the job position requirements and notify the candidate in writing; simultaneously submit the list to the Ministry of Home Affairs for general tracking and oversight (except for cases involving state secrets);
+ Within 30 days from the date of the recruitment decision, the successful candidate must report to the agency, organization, or unit for duty, except where the recruitment decision specifies otherwise. If the recruited person has a reasonable excuse for not starting work, they must apply for an extension before the end of the mentioned period and send it to the authorized recruiting agency, organization, or unit.
The extension period does not exceed 30 days from the expiration of the start date; for individuals studying, residing, or working abroad, the extension period does not exceed 45 days.
Army Rank for Outstanding University Graduates upon Recruitment
According to Article 15 of Decree 140/ND-CP:
Conferring and Promoting Military Ranks for Recruited Individuals into Armed Forces
1. Conferring military ranks at the time of recruitment:
a) Outstanding university graduates are conferred the rank of Second Lieutenant or higher;
b) Young scientists with master's degrees, resident doctors, level 1 specialist doctors, level 1 specialist pharmacists are conferred the rank of First Lieutenant or higher;
c) Young scientists with doctoral degrees, level 2 specialist doctors, level 2 specialist pharmacists are conferred the rank of Captain or higher.
Thus, outstanding university graduates will be conferred the rank of Second Lieutenant or higher in the military.
