According to the provisions of Article 8 of the Regulations promulgated with Circular 08/2022/TT-BGDDT, the groups eligible for direct admission and priority admission in university admissions include:

- Labour Heroes, Heroes of the People's Armed Forces, and National Emulation Fighters, who are directly admitted to fields and programs as specified by the training institutions.

- Candidates achieving high results in national or international competitions, exams, or tournaments held or nominated by the Ministry of Education and Training (MOET), the Ministry of Culture, Sports and Tourism, are eligible for direct admission in the year they graduate from high school (or secondary education) into fields suitable to the subject of the competition, the content of the project or the trades contested, and awarded. Specifically in the following cases:

+ Candidates winning first, second, or third prizes in national or international competitions for excellent students or in national or international science, technology competitions held or nominated by MOET, with the awarding time not exceeding 3 years up to the point of direct admission;

+ Candidates winning official prizes in international arts competitions in singing, dancing, music, and fine arts recognized by the Ministry of Culture, Sports and Tourism, with the awarding time not exceeding 4 years up to the point of direct admission;

+ Candidates participating in the national sports team competing in official international tournaments confirmed by the Ministry of Culture, Sports and Tourism to have completed their tasks, including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups; with the awarding time not exceeding 4 years up to the point of direct admission;

+ Candidates winning first, second, or third prizes in ASEAN regional vocational skills competitions and international vocational skills competitions nominated by the Ministry of Labour - Invalids and Social Affairs, with the awarding time not exceeding 3 years up to the point of direct admission.

- Candidates with an excellent diploma in secondary education in pedagogy, or a good diploma in secondary education in pedagogy with at least 2 years of working experience in the relevant field are eligible for direct admission to the Early Childhood Education program at the college level.

- Principals, directors of training institutions based on the high school academic results of the candidates and the requirements of the training field to consider and decide on admissions for the following cases (if necessary, accompanied by the condition that the candidates must attend a 1-year supplementary knowledge course before official enrollment):

+ Candidates with severe disabilities with a disability certificate issued by a competent authority, being able to pursue certain fields specified by the training institution but unable to apply through the normal admission process;

+ Candidates are from very few ethnic minority groups currently regulated by the Government of Vietnam and candidates from 20 poor border, island districts in the Southwest region;

+ Candidates who have had permanent residency for 3 years or more, studied for 3 years, and graduated from high school in poor districts (students of ethnic boarding schools are counted based on their place of residence) as regulated by the Government of Vietnam, the Prime Minister of the Government of Vietnam;

+ Foreign candidates with results of knowledge and Vietnamese language proficiency tests meeting the current regulations of the Minister of MOET.

On March 30, 2023, the Ministry of Education and Training issued the plan to implement university admissions and preschool education college admissions in 2023 attached to Decision 923/QD-BGDDT in 2023.

- Regarding information provision: Each interested candidate should be provided with full, clear, reliable, consistent, and prompt information to make suitable decisions and best prepare for participation in admissions;

- Regarding opportunity to apply: No candidate should lose the opportunity to apply due to regulations unrelated to qualifications and abilities (except for specific regulations of the Ministry of Public Security and the Ministry of Defense in the fields of defense and security); or due to complicated and costly admission procedures;

- Regarding capability assessment: Candidates must be assessed objectively, fairly, and reliably on their academic ability and the potential for success, meeting the requirements of the program and training field;

- Regarding admission opportunities: Candidates must be provided with the highest chance of admission and the right to determine their priority aspirations from among the programs and training fields eligible for admission;

- Regarding commitment fulfillment: Training institutions must fulfill their commitments to candidates; provide counseling, support, and address complaints; and protect the legitimate rights of candidates in risky situations.
