According to Article 32 of the Regulations on the national excellent student selection exam issued together with Circular 17/2023/TT-BGDDT, the prize distribution for the national excellent student selection exam is regulated as follows:

1. Prizes are awarded only to individuals (First, Second, Third, Encouragement), for each subject.

2. After completing the grading of the exams, the order of the exam IDs is arranged from highest to lowest score, to allocate prizes.

3. Prize rates for each subject:

The total number of prizes, from Encouragement upwards, does not exceed 60% of the candidates; of which, the total number of First, Second, and Third prizes does not exceed 60% of the total prizes, and the number of First prizes does not exceed 5% of the total prizes.

4. The grading committee devises a prize allocation plan and submits it to the Chairman of the grading board for consideration and handling as per regulations.

Thus, the prize rates for each subject in the national excellent student exam are regulated as follows:

- The total number of prizes, from Encouragement upwards, does not exceed 60% of the candidates;

- The total number of First, Second, and Third prizes does not exceed 60% of the total prizes;

- The total number of First prizes does not exceed 5% of the total prizes.

According to Article 34 of the Regulations on the national excellent student selection exam issued together with Circular 17/2023/TT-BGDDT, the issuance of certificates is regulated as follows:

Issuance of Certificates

1. Certificates in the national excellent student selection exams

a) Certificates for students winning prizes in the national excellent student selection exam for high school students are issued to prize-winning candidates in the exam;

b) Certificates for students participating in the national excellent student selection exam for high school students who do not win prizes are issued to participating candidates who do not win prizes;

c) Certificates for students participating in the selection exam for the national high school teams competing in international and regional Olympics are issued to the participating candidates.

2. Based on exam results, the Director of the Quality Management Department issues Certificates to candidates. Certificates are issued only once.

3. The Director of the Quality Management Department has the authority to withdraw and cancel already issued Certificates if it is discovered that the Certificate recipient violated exam regulations or the prize allocation and certificate issuance process was not in conformance.

Thus, from November 25, 2023, in addition to prize-winning candidates, candidates participating in the national excellent student selection exam for high school students who do not win prizes will still be issued certificates.

1. Students winning in the national excellent student selection exam are granted Certificates and awarded.

2. Students winning in the national excellent student selection exam and who have graduated from high school are given direct admission and priority admission to universities and colleges according to the regulations of the university and college admission regulations.

3. 12th-grade students participating in the selection for the Olympic team are exempt from the high school graduation exam.

4. Students who are members of the international and regional Olympic teams are granted direct admission to universities according to current regulations and are prioritized for being sent to study abroad under state budget scholarships.

According to Article 36 of the Regulations issued together with Circular 15/2020/TT-BGDDT, the exemption from all subjects of the high school graduation exam is regulated as follows:

Exemption from all subjects of the high school graduation exam

1. Individuals selected to participate in the national team for the international or regional Olympic contests in cultural subjects are exempt from all subjects of the high school graduation exam if they meet the following conditions:

a) Selected in the second semester of the 12th-grade;

b) Achieved good conduct classification and satisfactory or higher academic ability throughout the 12th-grade year;

c) Included in the exemption list from the Ministry of Education and Training.

2. Individuals in teams participating in international or regional Olympic contests in science, arts, and culture are exempt from all subjects of the high school graduation exam if they meet the following conditions:

a) Selected in the second semester of the 12th-grade;

b) Achieved conduct classification and academic ability of average or higher throughout the 12th-grade year;

c) Included in the recommendation and confirmation list of the selection agency sent to the Department of Education and Training before the high school graduation exam date.

3. Individuals with severe disabilities and individuals with heavy war injuries, reducing their labor capacity by 61% or more; biological children of individuals with war-related chemical exposure, reducing their labor capacity by 61% or more, must meet the following conditions:

a) For individuals with disabilities following the common education program: Completed the high school program; eligible to take the exam according to Clause 2, Article 12 of these Regulations; have a disability verification certificate issued by a competent authority;

b) For individuals with disabilities who cannot follow the common education program: Confirmed by the high school principal where the individual is enrolled, confirming the results of the individual education plan for each year at high school; have a disability verification certificate issued by a competent authority;

c) For individuals with war-related chemical exposure, biological children of individuals with war-related chemical exposure: Completed the high school program; eligible to take the exam according to Clause 2, Article 12 of these Regulations; have a verification certificate of chemical exposure and labor capacity reduction by 61% or more issued by a competent authority.

Thus, students who win the national excellent student exam are not exempt from the high school graduation exam but will be considered for direct admission and priority admission to universities and colleges.

Circular 17/2023/TT-BGDDT takes effect from November 25, 2023.
