Admission to Grade 10 in Hanoi: Is the decision to hold exams for three subjects in the 2023 - 2024 school year correct?
On the morning of February 22, Mr. Truong Viet Dung, Chief of Office of the People's Committee of Hanoi City, stated that the City People's Committee has issued a document on the enrollment process for preschools, grade 1, grade 6, and particularly grade 10 for the 2023 - 2024 school year.
On February 16, the Hanoi City People's Committee Office conducted a survey, seeking online opinions regarding the number of exam subjects for public grade 10 admission. Two options were proposed: exams for three subjects, Mathematics, Literature, and Foreign Language, or adding a fourth subject. After selecting one of the two options, respondents could provide additional comments (if any). According to the results announced on the evening of February 20, the majority of survey participants favored the three-subject exam option.
The grade 10 entrance exam will therefore consist of three subjects: Mathematics, Literature, and a Foreign Language (candidates can choose from English, French, German, Japanese, or Korean). Thus, for two consecutive years, this exam will not include a fourth subject.
The Hanoi City People's Committee also requested the Hanoi Department of Education and Training to organize the grade 10 entrance exam in a transparent manner that accurately reflects the quality of teaching and learning, prevents misconduct, and avoids putting pressure on students.

Who is eligible for direct admission to grade 10?
Based on Article 7 of the Regulation issued with Circular 11/2014/TT-BGDDT, with some phrases revoked by Article 2 of Circular 05/2018/TT-BGDDT, it is stipulated as follows:
Direct Admission, Prioritization Policies
1. Directly admitted to high school are the following subjects:
a) Students of ethnic boarding schools;
b) Students from very small ethnic minorities;
c) Disabled students;
d) Students who have won national or higher prizes in culture; arts; physical education and sports; scientific and technical contests for high school students.
2. Subjects eligible for prioritization points.
The Department of Education and Training stipulates additional points for each type of subject eligible for prioritization policies, including:
a) Group 1 subjects:
- Children of martyrs;
- Children of wounded soldiers with labor capacity loss of 81% or more;
- Children of diseased soldiers with labor capacity loss of 81% or more;
- Children of those granted “Certificate of beneficiaries of policies like wounded soldiers where the beneficiary is certified as having labor capacity loss of 81% or more.”
b) Group 2 subjects:
- Children of Heroes of the Armed Forces, children of Labor Heroes, children of Vietnamese Heroic Mothers;
- Children of wounded soldiers with labor capacity loss below 81%;
- Children of diseased soldiers with labor capacity loss below 81%;
- Children of those granted “Certificate of beneficiaries of policies like wounded soldiers where the beneficiary is certified as having labor capacity loss below 81%.”
c) Group 3 subjects:
- Persons with a father or mother who is an ethnic minority;
- Ethnic minorities;
- Persons studying and living in regions with particularly difficult socio-economic conditions.
3. Subjects eligible for incentive points.
The Department of Education and Training stipulates the subjects and additional points for each type of subject eligible for incentive policies.
Thus, according to the above regulations, those eligible for direct admission to high school include:
- Students of ethnic boarding schools;- Students from very small ethnic minorities;- Disabled students;- Students who have won national or higher prizes in culture; arts; physical education and sports; scientific and technical contests for high school students.
What documents are required for grade 10 admission?
Based on the regulations in Article 6 of the middle school admission regulation issued with Circular 11/2014/TT-BGDDT, with some phrases revoked by Article 2 of Circular 05/2018/TT-BGDDT, the documents required for grade 10 admission include:
- A valid copy of the birth certificate.- Middle school graduation certificate or provisional middle school graduation certificate or a copy of the middle school diploma.- Middle school transcript.- Certification of prioritization policies issued by competent authorities (if any).- Certification from the People's Committee of the commune, ward, or commune-level town (for students who graduated from middle school in previous years) confirming they are not currently serving a prison sentence, under non-custodial reform, or in violation of the law.
What methods can be used for grade 10 admission?
Based on the regulations in Article 5 of Circular 11/2014/TT-BGDDT, it is stipulated as follows:
Subjects and Methods of Admission
1. The subject of admission is learners who have graduated from middle school under the General Education Program or Continuing Education Program within the prescribed age as per Clause 2, Article 2 of this regulation.
2. High school admission can be organized using one of three methods:
a) Selection: based on the training and studying results over the 4 years of middle school for the admission subjects, if any grade is repeated, then the result of the repeated year will be taken;
b) Entrance Examination;
c) Combination of entrance examination and selection.
Grade 10 admission can be carried out through the following methods:
