Pursuant to the provisions of Article 13, Clause 3 of Circular 32/2023/TT-BCA, the regulations are as follows:

3. Weapons, supporting tools, including: handguns, rifles, submachine guns, electric shock guns, net guns, rubber bullet guns, pepper spray guns, marking bullet guns, pepper sprays, electric batons, body armor, handcuffs, traffic command batons.
4. Vehicles, technical equipment shall be equipped and used in accordance with the provisions of the Law on Handling of Administrative Violations (amended and supplemented in 2020), Decree No. 135/2021/ND-CP, and standards and norms as prescribed by the Ministry of Public Security. They shall be installed and used publicly or disguised on road traffic routes, at Traffic Police Stations, on vehicles, and provided to Traffic Police Teams for the direct operation and use by Traffic Police officers to detect, collect evidence of violations of road traffic laws and other violations as prescribed.
5. Communication equipment, including: walkie-talkies, telephones, fax machines, storage computers, data transmission devices, printers.
6. Horns, speakers, barriers, cone-shaped top markers, traffic signs, tension wires, lighting devices.
7. Other technical equipment, weapons, supporting tools shall be equipped in accordance with the provisions of the law and the Ministry of Public Security.
Therefore, based on the above provisions, starting from September 15, 2023, the Traffic Police officers are allowed to use various types of weapons and supporting tools, including handguns, rifles, submachine guns, electric shock guns, net guns, rubber bullet guns, pepper spray guns, marking bullet guns, pepper sprays, electric batons, body armor, handcuffs, and traffic command batons during patrol and control.
According to Clause 4 of Article 11 of Circular 65/2020/TT-BCA, the Traffic Police officers are allowed to use various types of weapons and supporting tools, including handguns, rifles, submachine guns, rubber bullet guns, pepper spray guns, marking bullet guns, pepper sprays, electric batons, body armor, handcuffs during patrol and control.

What are the cases where Vietnamese traffic police officers are authorized to stop vehicles?
Pursuant to the provisions of Article 16 of Circular 32/2023/TT-BCA, traffic police officers carry out patrol and control tasks according to the approved plan of vehicle stops for control in the following cases:
- Directly detecting or through vehicles, technical equipment of the profession, detecting and collecting evidence of violations of road traffic laws and other violations of the law.
- Enforcing orders and plans for overall control of traffic vehicles to ensure order, road traffic safety, and social order; implementing patrol, control, and violation handling plans in order to ensure order, road traffic safety, and social order as authorized by the competent authority.
- Having written requests from the Chief or Deputy Chief of the investigating agency; requests from relevant functional agencies to stop traffic vehicles for control to serve the following tasks:Ensuring security and order; Fighting against crimes; Preventing and responding to natural disasters, fires, and explosions; Preventing and controlling epidemics; Rescue and relief operations, and other violations of the law. The request must specify the time, route, vehicles to be stopped for control and handling, and the participating forces.
- Receiving reports, feedback, recommendations, and denunciations from organizations and individuals regarding violations of the law by individuals and vehicles participating in road traffic.
What are the duties of the Vietnamese traffic police officers in patrol and control?
Pursuant to the regulations in Article 7 of Circular 32/2023/TT-BCA regarding the duties of the Traffic Police in patrol and control, the following are the duties of the Traffic Police starting from September 15, 2023:
- Comply with the provisions of laws and orders, plans for patrol, control, and handling of violations that have been issued by competent authorities.
- Patrol, control, and handle violations to ensure order and safety on the road within the assigned routes and areas.
- Detect, prevent, and promptly handle violations of road traffic regulations and other legal violations as prescribed; coordinate with road management agencies to detect and prevent violations of regulations protecting road construction works and road safety corridors.
- Investigate and resolve traffic accidents as prescribed by laws and the Ministry of Public Security.
- Directly and in coordination with units within and outside the People's Police Force, combat crime and other legal violations on road traffic routes. Participate in counter-terrorism, anti-disruption of public order, prevention and control of epidemics, natural disasters, fires, and rescue operations on road traffic routes as prescribed.
- Through patrol, control, and handling of violations, fulfill the following tasks:
+ Identify weaknesses, deficiencies, and shortcomings in the state management of security, order, and road traffic to report and propose recommendations to competent authorities for timely remedies.
+ Guide, propagate, and mobilize the public to ensure order and road traffic safety and comply with road traffic laws.
- Carry out other tasks of the People's Police Force as prescribed by laws.
Circular 32/2023/TT-BCA comes into force from September 15, 2023.
