Based on Article 17 of Decree 68/2024/ND-CP, the cases of revoking certificate of civil service digital signatures in Vietnam include:

Cases of revoking certificate of civil service digital signatures

1. For all types of certificate of civil service digital signatures

a) The special-purpose digital signature certificate has expired;

b) Upon written request from the subscriber and with verification from the direct managing agency or organization in cases such as: the secret key is exposed or suspected to be exposed; the secret key storage device is damaged, lost, or in other unsafe conditions;

c) Upon written request from judicial bodies, police authorities;

d) Upon written request from the direct managing agency or organization.

2. For individual certificate of civil service digital signatures

a) Cases specified in clause 1 of this Article;

b) The individual changes their position, and the information about the new position does not match the information in the special-purpose digital signature certificate;

c) The individual retires, resigns, or passes away.

3. For organizational certificate of civil service digital signatures

a) Cases specified in clause 1 of this Article;

b) The agency or organization is dissolved, split, or merged.

4. For device, service, software certificate of civil service digital signatures

a) Cases specified in clause 1 of this Article;

b) The device, service, or software ceases operation.

What is included in the application for revocation of certificate of civil service digital signatures in Vietnam?

Based on Clause 1, Article 19 of Decree 68/2024/ND-CP, the dossier for revocation of certificate of civil service digital signatures includes one of the following documents

(1) A written request for revocation of certificate of civil service digital signatures from the direct managing agency or organization;

(2) A written request for revocation of certificate of civil service digital signatures from judicial bodies, police authorities.

Regulations regarding the authority to request the revocation of certificate of civil service digital signatures in Vietnam

Based on Article 18 of Decree 68/2024/ND-CP, the regulations on the authority to request the revocation of certificate of civil service digital signatures in Vietnam are as follows:

- The organization providing special-purpose digital signature verification services automatically revokes the special-purpose digital signature certificate when it expires.

- For any case of revocation of certificate of civil service digital signatures other than certificate expiration, the direct managing agency or organization must promptly issue a written request for revocation to the special-purpose digital signature verification service provider.

- In cases where the subscriber is an individual who retires, resigns, transfers to another agency, or passes away, the direct managing agency or organization has the authority to request the revocation of the special-purpose digital signature certificate and send it to the special-purpose digital signature verification service provider.

- In cases where the subscriber is an organization that dissolves, splits, or merges, the direct managing agency or organization of that organization has the authority to request the revocation of the special-purpose digital signature certificate and send it to the special-purpose digital signature verification service provider.

- Judicial bodies, police authorities.

- Requests for revoking certificate of civil service digital signatures sent to the special-purpose digital signature verification service provider must be executed as quickly as possible in writing.
