Vietnam: From August 15, 2022, will poor households and near-poor households receive 40,000,000 VND/household from the central budget to build new houses?

Who will receive housing support in the national target program for sustainable poverty reduction in Vietnam?
Pursuant to Clause 2, Article 1 of Circular 01/2022/TT-BXD of Vietnam stipulates:
“Article 1: Scope of regulation and subjects of application
...
2. Subjects of application
a) Poor households and near-poor households (according to the multidimensional poverty line for the period of 2021-2025) in the list of poor households and near-poor households managed by the commune-level People's Committees, residing in poor districts and being independent households; establish a time to separate households until the National Target Program on Sustainable Poverty Reduction in the period of 2021-2025 of Vietnam (hereinafter abbreviated as Program) comes into force for at least 03 years;
b) Beneficiaries of housing support do not include households that have received housing support under the National Target Program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period and other programs, schemes, and policies;
c) Relevant agencies, organizations and individuals.”
Accordingly, the application of housing support objects in the national target program for sustainable poverty reduction must comply with the above provisions.

Housing support for poor and near-poor households must be consistent with the customs and practices of each locality in Vietnam?
Pursuant to Article 7 of Circular 01/2022/TT-BXD stipulating the design of supporting housing models for poor and near-poor households:
“Article 7: Implementation of housing support
1. Housing model design
a) Provincial-level People's Committees shall direct specialized agencies to study and design at least 03 typical house models suitable to the customs and practices of each locality (enclosed with a cost estimate and estimate) main materials);
b) Localities organize the introduction of designs for people to refer to and choose from. Respecting people's wishes, it is not compulsory for poor and near-poor households to build houses according to model designs;
c) Depending on specific conditions, people can build according to their experience and traditions, suitable to their family's economic and living conditions, but must ensure the minimum criteria in terms of area and quality according to the law."
Accordingly, the design of housing models to support poor and near-poor households in the national target program for sustainable poverty reduction is carried out in accordance with the above regulations.
In particular, the house model will be designed at least 03 typical house models to suit the customs and habits of each locality.
Poor households and near-poor households receiving housing support must report according to the stage of completion of a new construction or house repair in Vietnam?
Pursuant to Clause 2, Article 7 of Circular 01/2022/TT-BXD of Vietnam providing for the organization of new housing construction or repair:
“Article 7: Implementation of housing support
...
2. Organization of new construction or home repair
a) Poor households and near-poor households on the list of supported housing construction or repair, sign a commitment to build or repair houses and register with the commune-level People's Committees to request the supply of materials for new construction. or repair the house (if there is a need), propose to choose the model of the house, the method of building a new or repairing the house (under the form in Appendix II to this Circular);
b) For poor households, near-poor households with members who are subject to social protection and have extremely difficult circumstances (elderly, lonely, disabled) who are unable to build or repair their own houses. At the same time, the commune-level People's Committees shall coordinate with the Fatherland Front and its member organizations to unify the assignment of mass organizations, agencies, and units located in the locality to organize new construction or repair. housing for these subjects;
c) Poor households and near-poor households that are supported to build new or repair houses must report to the commune-level People's Committee when completing phased works (finishing the foundation for households building new houses, completing 30% or more of the work volume for households repairing existing houses) or completing the whole work to organize the acceptance test as a basis for disbursement of support capital;
d) Commune-level People's Committees shall monitor, guide, supervise and assist poor households and near-poor households in the process of building new houses or repairing houses to ensure progress and quality; make a written certification of phased completion and written certification of completion of the work and put it into use (under the form in Appendix III and IV attached to this Circular).”
Accordingly, the organization of building new or repairing houses for poor households and near-poor households in the national target program for sustainable poverty reduction must comply with the above provisions.
Poor households and need-poor households that are supported to build or repair houses must report to the commune-level People's Committees upon completion of phased works.
How much does it cost to support poor and near-poor households to build or repair houses in Vietnam?
Pursuant to Clause 3, Article 7 of Circular 07/2022/TT-BXD of Vietnam stipulates:
“Article 7: Implementation of housing support
...
3. Norms of support and disbursement of support capital
a) Newly built house 40 million VND/household; home repair 20 million VND/household from the central budget;
b) Mechanisms for management, use, payment and settlement of funds from the central budget shall comply with the guidance of the Ministry of Finance of Vietnam.”
Thus, for newly built houses, poor and near-poor households will be supported by 40 million VND/household, for repaired houses, 20 million VND/household will be supported.
Circular 01/2022/TT-BXD comes into force from August 15, 2022.
