“Article 8. Grade II editing techniques”
1. Mission:
- Summary of professional expertise; participate in preparing the contents of specialized professional seminars at home and abroad;
- Master the script and the director's creative intentions, join with the director to edit the film effectively;
- Participating in the process of processing images and sounds of various genres of television series so that the film meets artistic and technical standards;
- Professional guidance for junior video editing technicians.
2. Standards of training and retraining qualifications:
a) Having a university degree in film editing, program production techniques or equivalent or higher;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT ;
c) Having a foreign language level 3 (B1) as prescribed in Circular No. 01/2014/TT-BGDĐT;
d) Having a certificate of standard training for the title of film editing technique, grade II.
3. Standards of professional competence:
a) Firmly grasp the lines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Proficient in specialized skills; on the organization and operation of the grassroots branches, units and localities related to the assigned tasks and effectively perform the tasks in accordance with the provisions of the Press Law and other relevant laws. mandarin;
c) Have chaired or participated in at least 02 (two) works recognized or won prizes by the specialized arts and sciences councils; or participate in writing topics in at least 01 (one) theoretical work, theoretical research on specialized science and technology (ministerial, provincial or equivalent level);”

"2. Standards of training and retraining
a) Having a university degree or higher majoring in television program production techniques, television technology, communication technology or multimedia communication. In case of equivalent duration, at least 01 year (full 12 months) must hold the title of class III film editing technician by the deadline for submitting the application for competition registration or consideration for promotion;
b) During the time of holding the professional title of class III film editing technician or equivalent, he has presided over or participated in editing at least 02 (two) works winning ministerial, provincial or equivalent awards; or preside over or participate in at least 02 (two) grassroots-level specialized scientific research projects or programs that have been promulgated or accepted by competent authorities.”
Accordingly, in the near future, the above-mentioned requirements will be applied when competing or considering promotion to the title of class II film editing technician in Vietnam.
