Pursuant to Article 7 of Circular 46/2017/TT-BTTTT (some regulations expire under Point c, Clause 2, Article 11 of Circular 03/2021/TT-BTTTT) on standards for technical titles Current grade I film editing is as follows:

“Article 7. Grade I editing techniques
1. Mission:
- Preside over the professional and professional summaries; drafting the contents of professional seminars at home and abroad;
- Presiding over the development of objectives, content, programs, documents and organizing professional training for junior video editing technicians;
- Presiding over the organization and overall processing of the film's image and sound in order to achieve high artistic efficiency;
- Master the author's intention of the director to handle editing techniques competently;
- Participate in the review board to appoint or promote professional titles for lower-ranking technical officers.
2. Standards of training and retraining qualifications:
a) Having a university degree in film editing, program production techniques or equivalent or higher;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT ;
c) Having a foreign language level 4 (B2) as prescribed in Circular No. 01/2014/TT-BGDĐT;
d) Having a certificate of standard training for the title of film editing technique, grade I.
3. Standards of professional competence:
a) Firmly grasp the lines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Be proficient in specialized skills, effectively perform tasks in accordance with the provisions of the Press Law and other relevant laws;
c) Having chaired or participated in at least 04 (four) works recognized or won prizes by the specialized arts and sciences councils; or participate in at least 02 (two) theoretical works, theoretical research on specialized science and technology (ministerial, provincial or equivalent level);”

According to the above regulations, the current title of class I film editing technician in Vietnam must have a university degree majoring in film editing, program production techniques or equivalent or higher.

Pursuant to Clause 5, Article 1 of Circular 07/2022/TT-BTTTT stipulates as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication
5. Article 7 is amended to Clause 2, Clause 3, and Clause 4 is added as follows:
"2. Standards of training and retraining
a) Having a university degree or higher majoring in television program production techniques, television technology, communication technology or multimedia communication. If you have graduated from a university in another discipline, you must have a certificate of training in film editing or a diploma of secondary school or college majoring in television program production techniques, television technology or communication technology. multimedia communications.
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in film editing.
3. Standards of professional and professional competence
a) Understand the guidelines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Understanding the situation and development trends of the industry, domestic and international fields;
c) Be proficient in specialized skills, effectively perform tasks in accordance with the provisions of the Press Law and other relevant laws;
d) Being able to use foreign languages ​​or ethnic minority languages ​​as required by the job position.”

Accordingly, in the near future, individuals who graduate from universities with other majors not related to film editing, but these individuals have college or intermediate degrees in television program production techniques, television technology, communication technology, multimedia communication will also ensure the standard of qualifications.

Additional regulations on competition and consideration for promotion to the title of film editing technician in Vietnam class I?

Pursuant to Clause 5, Article 1 of Circular 07/2022/TT-BTTTT has added regulations on contest entry and consideration for promotion to the title of Grade I film editing technician in Vietnam:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication
5. Article 7 is amended to Clause 2, Clause 3, and Clause 4 is added as follows:
“4. Requirements for officials to participate in the competition or consider promotion to a class I editing technique
a) Having held the professional title of class II film editing technician or equivalent for at least 06 years (full 72 months). In case of equivalent duration, at least 01 year (full 12 months) must hold a professional title of class II film editing technician by the end of the deadline for submitting the application for competition registration or consideration for promotion;
b) During the time of holding the professional title of film editing technician class II or equivalent, he has presided over or participated in editing at least 02 (two) works winning ministerial or equivalent awards; or lead or participate in at least 02 (two) specialized scientific research projects and programs at ministerial, provincial or equivalent levels which have been promulgated or accepted by competent authorities.”

Accordingly, in the near future, the competition or consideration for promotion to the title of class I film editing technician in Vietnam will be carried out according to the requirements listed in the above regulations.

Circular 07/2022/TT-BTTTT will take effect from August 15, 2022.
