(1) Education and Personal Traits Requirements
- Educational qualifications:

+ Political theory level meeting criteria and standards by the Communist Party, law, and competent authorities.
- Training and certification
+ Meeting legal requirements and those of competent authorities.
+ Professional rank standards training according to specialized legal regulations.
- Experience (service achievements): Management experience from the departmental level or equivalent upward.
- Personal traits:
+ Absolute loyalty, trust, and strict adherence to the Communist Party's policies, State laws, and institutional regulations.
+ High responsibility towards work and collective, good teamwork coordination.
+ Honesty, determination but open to listening.
+ Calm, careful.
+ Creative, independent thinking ability.
