Pursuant to subsection 2 of the job position description of Chairman of the university council in Appendix III issued with Circular 04/2024/TT-BGDDT, the tasks and criteria for evaluating the Chairman of the university council are as follows:
- Leadership and management:
+ Directing, managing, and organizing the implementation of the tasks and authorities of the university council in accordance with the regulations of the law and the organizational and operational regulations of the university:
>> Criteria for evaluation of completion: The activities of the university council are smooth; the general activities of the university are carried out in accordance with regulations and show development.
+ Directing the development of programs and plans for the university council's term, annually, quarterly, and monthly:
>> Criteria for evaluation of completion: Programs and plans are issued on time and are closely aligned with reality, and are implemented seriously; the activities of the university council are stable, meeting the requirements and development tasks of the university;
+ Inspecting, urging, coordinating, organizing, and evaluating:
>> Criteria for evaluation of completion: Regular reports are honest, specific, and timely; resources are mobilized, used reasonably and effectively; evaluation results are objective, transparent, and public
- Participating in professional activities:
>> Criteria for evaluation of completion: Fulfilling job requirements and producing products as regulated in teaching, scientific research, community service, etc,...
- Other tasks: Performing other tasks as directed and regulated by higher authorities or competent agencies and in accordance with the organizational and operational regulations of the university.

What is the scope of authority of the Chairman of the university council in Vietnam?
Pursuant to subsection 4 of the job position description of Chairman of the university council in Appendix III issued with Circular 04/2024/TT-BGDDT, the scope of authority of the Chairman of the university council is as follows:
- Being proactive in the methods of carrying out assigned tasks.
- Making decisions on specific issues in accordance with the organizational and operational regulations of the university.
- Signing documents within the authority issued by the university council.
- Deciding on the assignment of tasks to members of the university council.
- Being provided with guidance and instructions within the scope of responsibilities and authority.
- Directing and presiding over meetings of the university council.
What are the requirements for qualifications and capabilities for the position of Chairman of the university council in Vietnam?
Pursuant to subsection 5 of the job position description of Chairman of the university council in Section I of Appendix III issued with Circular 04/2024/TT-BGDDT, the requirements for qualifications and capabilities for the Chairman of the university council are as follows:
(1) Requirements for qualifications and personal qualities:
- Education level:
+ Professional qualifications that meet the standards of professional titles and positions of Chairman of the university council according to the regulations of the law, authorized levels, and the organizational and operational regulations of the university.
+ Theoretical knowledge of political science that meets the conditions and standards of Chairman of the university council as prescribed by the Party, the law, and authorized levels.
- Training and certifications:
+ Meeting the requirements of Chairman of the university council according to the regulations of the law and authorized levels.
+ Participating in professional title training as regulated by specialized laws.
+ Experience (work achievements): Having experience in university education management from the department/section level and equivalent positions.
- Personal qualities:
+ Absolute loyalty, trust, and strict adherence to the Party's policies, state laws, and university regulations.
+ High sense of responsibility towards work and teamwork coordination.
+ Honesty, steadfastness, and willingness to listen.
+ Calmness and attentiveness.
+ Ability to be creative and think independently.
+ Ability to gather and unite the internal team.
+ Other qualities (in line with the requirements of the job position).
- Other requirements:
+ Ability to forecast and propose strategies and solutions for issues related to education and the functions and tasks of the university.
+ Ability to organize and implement research and projects in the relevant field.
+ Understanding of the work field and development direction.
+ Other standards and conditions as prescribed by the authorized level for appointment/recognition of Chairman of the university council.
(2) Requirements for competency must meet the corresponding levels:

Circular 04/2024/TT-BGDDT comes into force from May 15, 2024.
