- Leadership and management:

What is the scope of authority for the Chairman of the Academy Council in Vietnam?
Pursuant to subsection 4 of the Job Description for the position of Chairman of the University Council/Chairman of the Academy Council in Section I Appendix III issued with Circular 04/2024/TT-BGDDT, the scope of authority for the Chairman of the Academy Council is specified as follows
- Being proactive in implementing assigned tasks.
- Making decisions on specific issues in accordance with the organizational and operational regulations of the university/academy.
- Signing documents within the authority of the academy council.
- Deciding on task assignments for council members.
- Being provided with guidance and direction within the scope of tasks and authority.
- Directing and presiding over the meetings of the academy council.
Vietnam: What qualifications and expertise must the Chairman of the Academy Council meet?
Pursuant to subsection 5 of the Job Description for the position of Chairman of the University Council/Chairman of the Academy Council in Section I Appendix III issued with Circular 04/2024/TT-BGDDT, the requirements in terms of qualifications and expertise of the Chairman of the Academy Council are as follows:
(1) Qualification and character requirements:
- Educational qualifications:
+ Professional qualifications that meet the standards for professional titles and leadership positions as stipulated by laws, competent authorities, and the organizational and operational regulations of the academy.
+ Political theory qualifications that meet the conditions and standards for the Chairman of the Academy Council as prescribed by the Party, laws, and competent authorities.
- Training and certification:
+ Meeting the requirements for Chairman of the Academy Council as stipulated by laws and competent authorities.
+ Continuous professional development according to the regulations of the relevant field.
- Experience (work achievements):
+ Experience in university education management at the department/office level and above.
- Personal qualities:
+ Absolute loyalty, trust, and compliance with the Party's guidelines, state laws, and unit regulations.
+ High sense of responsibility towards work and teamwork coordination.
+ Honesty, steadfastness, and willingness to listen.
+ Calmness and attentiveness.
