Based on the provisions stipulated in Article 11 of Circular 08/2023/TT-BKHDT as follows:
Salary categorization for specialized statistical officers
1. The specialized statistical officer positions specified in this Circular apply Table 2 (Professional and occupational salary table for officials in state agencies) issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and the armed forces, and amended and supplemented in Decree No. 17/2013/ND-CP dated February 19, 2013, of the Government of Vietnam as follows:

c) Statistical Officer (code 23.263) applies the salary table for officials of type A1, with a salary coefficient from 2.34 to 4.98;

Based on Decree 204/2004/ND-CP, the salary calculation formula for specialized statistical officers is as follows:

In which:
- Statistical Officer (code 23.263) applies the salary table for officials of type A1, with a salary coefficient from 2.34 to 4.98;
- Based on Clause 2 Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1,800,000 VND/month.
Thus, the salary table for specialized statistical officers is as follows:

*Note:
- The transfer of salary grades for officials from the current specialized officer grades to the specialized statistical officer grades specified in Circular 08/2023/TT-BKHDT is carried out following the guidance in Clause 2, Section II of Circular 2/2007/TT-BNV.
- Officials currently holding the statistical officer rank with a college degree, applying the salary table for officials of type A0 before November 15, 2023, will be reviewed and transferred to the new intermediate statistical officer rank by the competent authority.

What are the general standards for the qualities of a specialized statistical officer?
Based on the provisions stipulated in Article 4 of Circular 08/2023/TT-BKHDT, the general standards for the qualities of specialized statistical officers include:
- Having firm political will, steadfastly adhering to Marxism-Leninism, Ho Chi Minh ideology, understanding deeply the guidelines and policies of the Communist Party; being loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; protecting the interests of the Fatherland and the People.
- Fully performing the duties of officials according to legal provisions; strictly complying with the task assignments of superiors; adhering to the law, maintaining discipline, administrative order; being exemplary in implementing the agency's internal rules and regulations.
- Being dedicated, responsible, honest, objective, impartial, and exemplary in the execution of public duties; polite, cultured, and standard in communication, serving the People.
- Leading a healthy lifestyle, modest, united; hardworking, thrifty, honest, just, impartial; not exploiting public work for personal gain; not being bureaucratic, corrupt, wasteful, negative.
- Regularly having a consciousness of learning and practicing to improve qualities, qualifications, and capabilities.
What tasks does a specialized statistical officer perform?
Based on the provisions stipulated in Clause 2, Article 7 of Circular 08/2023/TT-BKHDT, the tasks of a specialized statistical officer are as follows:
- Participating in the development of statistical investigation plans, statistical reporting policies, and other issues regarding statistical methods as assigned.
- Directly collecting or organizing the collection of statistical information through statistical reports, statistical investigations, exploiting administrative registration files, and other forms related to statistical work.
- Processing, aggregating statistical information; compiling reports, statistical yearbooks, and other statistical products by the assigned specialization and field.
- Disseminating, storing, and systematizing statistical information within the assigned scope.
- Guiding, monitoring, inspecting, urging organizations and individuals to provide statistical information in the specialized or assigned field according to the provisions of the Law on Statistics and other legal documents.
- Participating in scientific research topics in the assigned field or specialization in statistics.
What are the standards for the training and fostering qualifications for specialized statistical officers?
Based on the provisions stipulated in Clause 3, Article 7 of Circular 08/2023/TT-BKHDT, the standards for the training and fostering qualifications for specialized statistical officers include:
- Having a university degree or higher in a major or specialization suitable to the job position requirements.
- Holding a certificate of fostering knowledge and state management skills for officials of the specialist rank and equivalent.
- Holding a certificate of fostering knowledge and professional skills in statistical work as required by the job position.
Circular 08/2023/TT-BKHDT will take effect from November 15, 2023.
