From August 1, 2024, what are the standards and conditions for consideration of promotion to the professional title of Actor Grade 2?

Based on Article 14 of Circular 02/2024/TT-BVHTTDL stipulating the standards and conditions for consideration of promotion to the professional title of Actor Grade 2, code V.10.04.13 as follows:

Standards, conditions for consideration of promotion to the professional title of Actor Grade II, code V.10.04.13

Public employees are considered for promotion to the professional title of Actor Grade II, code V.10.04.13 when they meet the regulations in Clause 1, Article 2 of this Circular and the following standards and conditions:

1. Currently holding the professional title of Actor Grade III, code V.10.04.14.

2. Meeting the standards of training, fostering levels and requirements for public employees for consideration for promotion to the professional title of Actor Grade II, code V.10.04.13 as stipulated in Clause 2 and Clause 4, Article 9 of Circular 10/2022/TT-BVHTTDL.

Thus, the standards and conditions for consideration of promotion to the professional title of Actor Grade 2 include:

(*) Public employees are considered for promotion to the professional title of Actor Grade II, code V.10.04.13 when they meet the general standards and conditions in Clause 1, Article 2 of Circular 02/2024/TT-BVHTTDL and the following standards and conditions:

(1) Currently holding the professional title of Actor Grade III, code V.10.04.14.

(2) Meeting the standards of training, fostering levels and requirements for public employees for consideration for promotion to the professional title of Actor Grade II, code V.10.04.13 as stipulated in Clause 2 and Clause 4, Article 9 of Circular 10/2022/TT-BVHTTDL. To be specific:

- Standards on training and fostering levels:

+ Having a bachelor's degree or higher suitable to the field of performing arts and cinema as required by the job position. In case of having a bachelor's degree or higher in another field, the individual must be awarded the title of “People's Artist,” “Meritorious Artist,” or be awarded the “Ho Chi Minh Prize,” “State Prize” in literature and arts;

+ Having a certificate of fostering standards for the professional title of public employee actor.

- Requirements for public employees to take the exam or consider promotion to the professional title of Actor Grade II:

+ Having held the professional title of Actor Grade III or equivalent for at least 09 years (excluding internship and probation period). In case of equivalent time, there must be at least 01 year (12 months) holding the professional title of Actor Grade III up to the deadline for submitting the application for the exam or promotion consideration;

+ Meeting one of the following requirements:

++ During the time of holding the professional title of Actor Grade III or equivalent, having won at least 01 Excellent Actor award recognized by the Ministry-level specialized art council or equivalent, or having at least 01 role or performance awarded the highest prize in national professional contests, festivals, or performances.++ Being awarded the title of “People's Artist,” “Meritorious Artist,” or being awarded the “Ho Chi Minh Prize,” “State Prize” in literature and arts.

What are the general standards and conditions for consideration of promotion to the professional title in Circular 02?

Based on Article 2 of Circular 02/2024/TT-BVHTTDL stipulating the general standards and conditions for consideration of promotion to the professional title as follows:

- General standards and conditions for registering for consideration of promotion to the professional title of public employees specialized in library, cultural heritage, grassroots culture, cultural propaganda, fine arts, performing arts and cinema:

+ The public non-business unit has a demand and the number of public employees corresponding to the professional title to be considered for promotion is missing according to the job position requirements approved by the competent authority.

+ Public employees meeting the standards and conditions stipulated in point a and b Clause 1, Article 32 of Decree 115/2020/ND-CP (as amended as per Clause 16, Article 1 of Decree 85/2023/ND-CP).

And the job requirements corresponding to the professional title to be considered for promotion are specified in Circular 10/2023/TT-BVHTTDL dated September 8, 2023, of the Minister of Culture, Sports, and Tourism guiding job positions in leadership, management and professional titles, and the structure of public employees according to professional titles in the public service providers in the fields of culture, sports, and tourism; who are appointed by the competent authority to participate in the promotion consideration.

Note: Public employees holding professional titles in the fields of fine arts, performing arts, and cinema who are awarded the title of “People's Artist,” “Meritorious Artist,” or who are awarded the “Ho Chi Minh Prize,” “State Prize” in literature and arts may use such title or prize once to apply for consideration for promotion to the next higher professional title.

Currently, what professional competency standards must an Actor Grade 2 meet?

Based on Clause 3, Article 9 of Circular 10/2022/TT-BVHTTDL stipulating the standards of professional competencies of Actor Grade 2 as follows:

Actor Grade II - Code: V.10.04.13

3. Standards of professional competencies:

a) Mastering the Party's guidelines and policies, the State's laws on performing arts and cinema;

b) Possessing artistic talent in the specialized field;

c) Mastering professional knowledge in the specialized field, applying it to creating artistic images; understanding the basic characteristics and features of combined art forms, and having basic knowledge of related technical sciences;

d) Having the ability to research, propose, and cooperate with colleagues in professional activities.

Thus, currently, the professional competencies of Actor Grade 2 must meet the above requirements.
