As of December 1, 2023, what is the fee for converting an old driving license to the PET format online according to regulations?
Pursuant to the provisions of Article 8 of Circular 63/2023/TT-BTC amending and supplementing Article 3 of Circular 37/2023/TT-BTC, the fees for issuing, re-issuing, and converting driving licenses (national and international) online are stipulated as follows:
Fee Rates
1. The fee rates for driving test fees; fees for issuing certificates and licenses for operating various types of vehicles; and fees for registering and issuing special vehicle plates are specified in the Fee Rate Schedule issued together with this Circular.
2. In case organizations or individuals submit applications for issuing, re-issuing, or converting driving licenses (national and international) online:
a) From December 1, 2023, to December 31, 2025, the fee rate is 115,000 VND per issuance.
b) From January 1, 2026, onwards, the fee rate specified in the Fee Rate Schedule issued together with this Circular applies.
Accordingly, based on the above regulations, the fee for converting an old driving license to the PET format online is specified as follows:
- For applications to convert old driving licenses to the PET format online from December 1, 2023, to December 31, 2025, the fee rate is 115,000 VND per issuance (reduced by 20,000 VND per issuance compared to current regulations).
- For applications to convert old driving licenses to the PET format online from January 1, 2026, onwards, the fee rate is 135,000 VND per issuance.

Who is eligible to convert driving licenses?
Pursuant to the provisions of Clause 5, Article 37 of Circular 12/2017/TT-BGTVT, as amended by Point a, Clause 6, Article 2 of Circular 01/2021/TT-BGTVT, the eligible individuals include:
- Vietnamese nationals and foreigners trained, tested, and issued driving licenses in Vietnam;
- Individuals with traffic sector-issued driving licenses that are damaged;
- Vietnamese nationals and foreigners residing long-term in Vietnam who possess converted Vietnamese driving licenses from foreign ones may apply for a new license upon expiration;
- Individuals with military driving licenses that are still valid when discharged from the army (demobilization, discharge, sector transfer, retirement, termination of employment contract in defense enterprises) if they wish to convert their licenses;
- Individuals with driving licenses issued by the Public Security sector after July 31, 1995, still valid at the time of discharge from the police sector (demobilization, sector transfer, retirement, termination of employment contract in the People's Security) if they wish to convert their licenses;
- Individuals with police-issued motorcycle driving licenses before August 1, 1995, that are damaged and wish to apply for new licenses, provided their names are in the preserved records;
- Foreigners residing, working, or studying in Vietnam with diplomatic ID cards, official ID cards, temporary residence cards, residence cards, accommodation cards, long-term residence cards for at least 3 months, possessing valid national driving licenses who wish to convert them to corresponding Vietnamese driving licenses;
- Foreign tourists driving foreign-registered vehicles into Vietnam, possessing valid national driving licenses, who wish to convert them to corresponding Vietnamese driving licenses;
- Vietnamese nationals (holding Vietnamese nationality) who were granted valid national driving licenses while residing, studying, or working abroad and wish to convert them to corresponding Vietnamese driving licenses upon returning to Vietnam.
Which driving license categories have an expiration date?
According to Clause 4, Article 59 of the Law on Road Traffic 2008, driving licenses with an expiration date include the following categories:
- Category A4 issued to drivers of tractors with a load of up to 1,000 kg;
- Category B1 issued to non-professional drivers of passenger cars with up to 9 seats; trucks, and tractors with a load of less than 3,500 kg;
- Category B2 issued to professional drivers of passenger cars with up to 9 seats; trucks, and tractors with a load of less than 3,500 kg;
- Category C issued to drivers of trucks and tractors with a load of 3,500 kg or more, and vehicles specified for B1 and B2 licenses;
- Category D issued to drivers of passenger cars with 10 to 30 seats, and vehicles specified for B1, B2, and C licenses;
- Category E issued to drivers of passenger cars with more than 30 seats, and vehicles specified for B1, B2, C, and D licenses;
- Category FB2, FD, and FE licenses issued to drivers already holding B2, D, and E licenses to drive the vehicle types specified for these licenses when towing trailers or articulated passenger cars; Category FC issued to drivers already holding C licenses to drive vehicles specified for C licenses when towing trailers or semi-trailers.
Circular 63/2023/TT-BTC takes effect from December 1, 2023.
