The National Assembly voted to approve the Resolution on the state budget estimates for 2024 on the morning of November 10.

The Resolution stipulates that from July 1, 2024, to implement a comprehensive salary policy reform according to Resolution 27-NQ/TW 2018.

Overall, the following changes will be made to the new officials' salaries when implementing the 2024 salary reform:

(1) Develop the 2024 salary reform table based on the job position, title, and leadership position replacing the current salary table system; transfer the old salary to the new salary, ensuring it is not lower than the current salary, including:

Salary Table 1

Salary table for positions applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to the commune level according to the principle:

+ The position salary must reflect the hierarchy in the political system; holding what leadership position enjoys the salary of that position, if one person holds multiple positions, they enjoy the highest position salary; equivalent leadership positions enjoy the same position salary; the position salary of the higher-level leader must be higher than that of the lower-level leader;

+ Specify a position salary for each equivalent position; do not differentiate ministries and central authorities, boards, commissions, and equivalent at the Central level when building the position salary table at the Central level; no distinction between different position salaries for the same leadership title based on administrative unit classification at the local level but implemented by allowance policies. The classification of equivalent leadership positions in the political system for designing the position salary table is decided by the Politburo after reporting to the Central Executive Committee.

Salary Table 2

Professional salary table, professional ranks applied commonly to officials and public employees not holding leadership titles; each official rank, professional title of public employees has multiple salary levels according to the principle:

+ The same complexity level of work has the same salary; higher-than-normal working conditions and professional incentives are implemented by professional allowance policies; rearrange the rank groups and the number of levels in the official ranks, professional titles of public employees, encouraging officials and public employees to improve their professional and occupational qualifications.

+ Appointment to the official rank or professional title of public employees must be associated with the job position and structure of the official ranks, professional titles of public employees managed by agencies, organizations, and units managing officials and public employees.

(2) Officially abolish the statutory pay rate and the current salary coefficient, building a basic salary by specific money amounts in the new salary table.

(3) Consistently build officials and public employees’ salary tables based on the newly designed structure including:

Basic salary: accounting for about 70% of the total salary fund

Allowances: accounting for about 30% of the total salary fund.

Bonus: the bonus fund is about 10% of the total annual salary fund, excluding allowances.

(4) Change and abolish allowances:

+ Professional allowances based on merging professional incentives allowances, professional responsibility allowances, and hazardous and dangerous allowances (applied to officials and public employees in jobs with higher-than-normal working conditions and appropriate state preferential policies such as: education and training, health, courts, prosecution, civil execution, inspection, audit, customs, forestry protection, market management,...).

+ Allowances for working in particularly difficult areas based on merging special allowances, attraction allowances, and long-term service allowances in areas with particularly difficult socio-economic conditions.

Abolish the following allowances:

+ Seniority allowances

+ Leadership position allowances (as the leadership positions in the political system are compensated through the position salary);

+ Party and political-social organization work allowances;

+ Public service allowances (as already included in the basic salary);

+ Hazardous and dangerous allowances (as hazardous and dangerous working conditions are included in professional allowances).

Thus, the following allowances will continue to be implemented:

+ Concurrent position allowances;

+ Above-grade seniority allowances;

+ Regional allowances;

+ Security and defense service allowances;

+ Special allowances for armed forces.

(5) The new salary table is constructed to ensure it is not lower than the salaries currently enjoyed by the armed forces.

How is the salary and income management mechanism in the public sector implemented according to Resolution 27?

Resolution 27-NQ/TW 2018 guides the salary and income management mechanism to implement the 2024 salary reform policy as follows:

- The head of the agency, organization, unit may use the assigned annual salary fund and regular expenditure budget to hire experts, scientists, and exceptionally talented individuals to perform tasks of the agency, organization, unit and decide on the corresponding income compensation.

- The head of the agency, organization, unit develops regulations to periodically reward individuals under their management, aligned with the evaluation and ranking results of individual work performance.

- Expand the pilot mechanism application for some provinces and centrally-run cities that have self-balanced budgets and ensure sufficient sources for salary reform, social welfare policies, and additional average income not exceeding 0.8 times the basic salary fund of officials and public employees under their management.

- Public non-business units self-ensuring regular and investment expenditures, or self-ensuring regular expenditures and non-budget public financial funds will implement a self-governing salary mechanism based on business performance.

- Public non-business units partially covering their own recurrent expenditures and public service providers fully funded by the state budget shall apply officials’ salary policies. The actual paid salary is tied to the job position, professional title of public employees decided by the head of the public service provider based on the revenue source (from the state budget and the unit's revenue), labor productivity, work quality, and performance according to the unit's salary payment regulations, not lower than the state's salary policy.
