Below is a summary of the salary, allowances, and bonuses for professional soldiers with the 2024 salary reform effective from July 1, 2024.

Professional soldiers' salary table from July 1, 2024:

From July 1, 2024, professional soldiers will have a new salary table based on job positions, replacing the current salary system; transitioning the old salary to the new salary, ensuring it is not lower than the current salary.

Professional soldiers will have a new salary table according to the factors mentioned in Resolution 27.

The factors for constructing the salary table for professional soldiers according to Resolution 27 will include:

- Abolishing the statutory pay rate and the current salary coefficient, creating a basic salary with specific amounts in the new salary table.

- Expanding the salary relationship as a basis for determining specific salary levels in the salary system, gradually approaching the salary relationship of the enterprise sector, suitable for the state's resources.

- Completing policies for regular salary increases and early salary increases for officials, public employees, and armed forces in line with the regulations of the new salary table.

The new salary structure for professional soldiers is as follows:

- Basic salary

- Allowances (if any)

- Bonuses (if any).

Allowances for professional soldiers from July 1, 2024:

According to Resolution 27-NQ/TW 2018 when implementing salary reform, the military and police forces will receive the following types of allowances:

- Concurrent duty allowance, seniority beyond frame allowance, regional allowance, job responsibility allowance; specific allowance, professional seniority allowance for the military and police forces.

- Combining the special allowance, attraction allowance, and long-term work support in areas with specially difficult socio-economic conditions into an allowance for working in especially difficult areas.

Professional soldiers may receive allowances such as seniority beyond frame allowance, regional allowance, job responsibility allowance, specific allowance, professional seniority allowance, and allowance for working in especially difficult areas.

Bonuses for professional soldiers from July 1, 2024:

3.1. For officials, public employees, and armed forces (public sector)

a) Design a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonuses (bonuses fund accounting for about 10% of the total annual salary fund, excluding allowances).

What are the current regulations regarding the service age of professional soldiers?

Article 17 of the Law on Professional Soldiers, Defense Workers, and Public Employees 2015 stipulates the service duration and age limit for professional soldiers as follows:

Service duration and age limit for professional soldiers

1. The service duration of professional soldiers during peacetime is as follows:

a) Serve for a minimum of 6 years from the date of decision to transition to professional soldier;

b) Serve until the age limit specified in Clause 2 of this Article.

2. The highest age limit for professional soldiers in active service according to military rank:

a) Junior officers: men 52 years, women 52 years;

b) Major, Lieutenant Colonel: men 54 years, women 54 years;

c) Senior Colonel: men 56 years, women 55 years.

3. Professional soldiers with high technical, professional expertise, adequate political qualities, ethics, health, and voluntary consent, if needed by the military, may have their service age extended by up to 5 years.

4. Combatants performing duties who reach 40 years old are prioritized for training and assignment to other appropriate roles or transfer. If not possible and having at least 20 years of social insurance, including 15 years as combatants, they may retire.

The list of combatant titles is stipulated by the Minister of National Defense.

Thus, according to the above regulation, the service age limit for professional soldiers today is calculated based on military rank:

+ Junior officers: men 52 years, women 52 years.

+ Major, Lieutenant Colonel: men 54 years, women 54 years.

+ Senior Colonel: men 56 years, women 55 years.

What are the current regulations regarding the selection and recruitment of professional soldiers?

Article 14 of the Law on Professional Soldiers, Defense Workers, and Public Employees 2015 stipulates the selection and recruitment of professional soldiers as follows:

Selection and recruitment of professional soldiers

1. Subjects of selection:

a) Officers of the Vietnam People’s Army in case of organizational and staffing changes, where their current positions are no longer needed;

b) Non-commissioned officers, soldiers who have completed their service duration, currently serving in the military reserve force;

c) Defense workers and public employees.

2. Subjects of recruitment:

Vietnamese citizens who do not belong to the subjects specified in Clause 1 of this Article, residing in Vietnam, 18 years old and above.

3. Conditions and standards for selection, recruitment include:

a) Have political qualities, ethics, health, clear background, and voluntary service to the military;

b) Have diplomas, technical, professional certificates suitable for the professional soldier positions.

4. The forms of selection, recruitment are examination or interview. Graduates with high honors or specialized technical skills are selected through interviews.

Therefore, the subjects of selection include:

- Vietnam People’s Army officers in case of organizational changes where their current positions are no longer needed;

- Non-commissioned officers, soldiers who have completed their service duration, currently serving in the military reserve force;

- Defense workers and public employees.

Additionally, they must meet the following selection conditions and standards:

- Have political qualities, ethics, health, clear background, and voluntary service to the military.

- Have diplomas, technical, professional certificates suitable for the professional soldier positions.
