- Pursuant to Article 6 of the Law on Emulation and Commendation 2003 stipulates as follows:

Pursuant to Article 6 of the Law on Emulation and Commendation 2003 stipulates as follows:
"Article 6
1. Emulation principles include:
a) Voluntary, voluntary, public;
b) Solidarity, cooperation and mutual development.
2. Reward principles include:
a) Accurate, public, fair and timely;

From January 1, 2024, the implementation of principles in emulation and commendation in Vietnam will comply with the provisions of Article 5 of the Law on Emulation and Commendation 2022 as follows:
“Article 5. Principles of emulation and commendation
1. The emulation shall be conducted according to the following principles:
a) Voluntary, voluntary, public and transparent;
b) Solidarity, cooperation and mutual development.
2. The commendation shall comply with the following principles:
a) Accurate, public, transparent, fair and timely;
b) To ensure consistency between the form and objects of commendation and merits and achievements;

Pursuant to Article 4 of the Law on Emulation and Commendation 2022, the objectives of emulation and commendation are as follows:
“Article 4. Objectives of emulation and commendation
1. The objective of emulation is to encourage, attract and encourage all individuals, groups and households to promote the tradition of patriotism, solidarity, innovation, dynamism and creativity, to rise up and complete well. tasks, achieving the best achievements in the construction and defense of the Fatherland for the sake of a rich people, a strong country, democracy, justice and civilization.

Accordingly, the objective of the emulation and commendation is to motivate, attract and encourage individuals, collectives and households to promote patriotism in order to well fulfill their tasks in national construction and defense.
Supplementing revenue from funds of other businesses and economic organizations to the emulation and commendation fund?
Pursuant to Article 11 of the Law on Emulation and Commendation 2022 stipulates as follows:
“Article 11. Emulation and commendation fund
1. The emulation and commendation fund is formed on the basis of the state budget, from the emulation and commendation fund of enterprises and other economic organizations, the contributions of individuals, domestic organizations and individuals. foreign individuals and organizations and other sources of revenue as prescribed by law.
2. The emulation and commendation fund is used to spend on organizing the performance of emulation and commendation work; payment of rewards for emulation titles and forms of commendation for achievements in national construction and defense; expenses for printing, making commendation items or giving souvenirs to individuals, groups and households.
3. Ministries, departments, branches, localities, agencies, organizations and units shall set up emulation and commendation funds to spend on organizing emulation movements and implement policies and regimes on commendation in accordance with regulations. under the law.
4. The person making the commendation decision shall have to pay the reward from the emulation and commendation fund managed by his/her level; in case the President, the Government or the Prime Minister decide to commend, the agency that has requested the commendation specified in Clauses 2, 3 and 4, Article 83 of this Law shall pay the reward from the emulation fund, rewards under their management.
5. The Government shall detail the establishment, management and use of the emulation and commendation fund.”
Accordingly, the emulation and commendation movement will be carried out by expenses from the emulation and commendation fund. The emulation and commendation fund is created on the basis of the state budget, from the emulation and commendation fund of enterprises and other economic organizations and contributions from domestic and foreign individuals and organizations; other sources of revenue according to law.
The Law on Emulation and Commendation 2022 will take effect from January 1, 2024.
