From January 01, 2024, what is the filing fee for online renewal of certificates of eligibility for occupational safety technical inspection activities?
Based on the provisions of Article 2 Circular 63/2023/TT-BTC amending and supplementing Article 4 Circular 245/2016/TT-BTC as follows:
Fee Rate
1. The fee for appraising business conditions in occupational safety technical inspection activities; safety and hygiene training shall be implemented according to the fee schedule issued with this Circular.
2. In case a public service provider or enterprise submits an application for renewal of the certificate of eligibility for occupational safety technical inspection activities online:
a) From January 01, 2024, to the end of December 31, 2025, the fee rate applied shall be 90% (ninety percent) of the fee rate stipulated in point a Section 1 of the Fee Schedule issued with this Circular.
b) From January 01, 2026, the fee rate stipulated in point a Section 1 of the Fee Schedule issued with this Circular shall be applied.
Thus, based on the above provisions, the fee for the renewal of the certificate of eligibility for occupational safety technical inspection activities online is stipulated as follows:
- The fee for the renewal of the certificate of eligibility for occupational safety technical inspection activities online from January 01, 2024, to the end of December 31, 2025, is 13,500,000 VND/time.
- The fee for the renewal of the certificate of eligibility for occupational safety technical inspection activities online from January 01, 2026, is 15,000,000 VND/time.

What documents are included in the application for renewal of the certificate of eligibility for occupational safety technical inspection activities?
Based on the provisions of Clause 2 Article 5 Decree 44/2016/ND-CP amended by Clause 3 Article 1 Decree 140/2018/ND-CP, the application for renewal of the certificate of eligibility for occupational safety technical inspection activities includes the following documents:
- Application for renewal of the Certificate;
- The issued Certificate;
- Documents stipulated at points b, c, d, and dd Clause 1 Article 5 Decree 44/2016/ND-CP in case of any changes:
+ Copy of the establishment decision for the public service provider;
+ List of equipment and tools for testing;
+ List of inspectors according to the template in Appendix Ia issued with Decree 44/2016/ND-CP;
+ One of the following documents to prove the experience of the person in charge of technical inspection activities:
++ Copy of the social insurance booklet or detached sheet;++ Copy of the labor contract;++ Copy of the inspection report attached to the inspection result certificate.
What is the procedure for renewing the certificate of eligibility for occupational safety technical inspection activities?
Based on the provisions of Clause 5 Article 5 Decree 44/2016/ND-CP, the procedures are as follows:

5. The procedures for granting, extending, and re-granting the certificate of eligibility for occupational safety technical inspection activities are as follows:
a) The organization in need of granting, extending, or re-granting the Certificate shall submit 01 set of application to the competent authority stipulated in Clause 1 Article 6 of this Decree and pay the appraisal fee as stipulated by the Ministry of Finance.
In the case of extension, at least 30 days before the expiry date in the Certificate, the organization shall submit the application to the competent authority stipulated in Clause 1 Article 6 of this Decree.
b) Within 30 days from the date of receiving the complete dossier as stipulated, the competent authority shall appraise and grant, extend, or re-grant the Certificate; if the Certificate is not granted, extended, or re-granted, it must provide a written response and clearly state the reason.
Based on the above provisions, the procedure for renewing the certificate of eligibility for occupational safety technical inspection activities is carried out as follows:
Step 1: The organization in need of renewing the certificate shall submit 01 set of application to the competent authority stipulated in Clause 1 Article 6 Decree 44/2016/ND-CP and pay the appraisal fee as stipulated by the Ministry of Finance.
At least 30 days before the expiry date in the Certificate, the organization shall submit the application to the competent authority stipulated in Clause 1 Article 6 of Decree 44/2016/ND-CP.
Step 2: Within 30 days from the date of receiving the complete dossier as stipulated, the competent authority shall appraise and renew the certificate; if the certificate is not renewed, it must provide a written response and clearly state the reason.
Circular 63/2023/TT-BTC takes effect from December 01, 2023.
