What will be the changes in the time to enjoy the regional priority policy in university and college enrollment in Preschool Pedagogy in Vietnam from 2023?
Pursuant to Clause 1, Article 7 of the Regulation promulgated together with Circular 08/2022/TT-BGDDT stipulates as follows:
“Article 7. Priority policy in enrollment
1. Priority by region (according to Annex I of the Regulation)
a) The priority point level applied to Region 1 is 0.75 points, Rural Region 2 are 0.5 points, Region 2 is 0.25 points; Region 3 is not given priority points;
b) The enrollment area of each candidate is determined by the location of the school where the candidate has studied the longest during the high school (or intermediate) education; if the study time (longest) in the same areas, it shall be determined according to the area of the school that the candidate attended last;
c) The following cases are entitled to regional priority according to the place of permanent residence:
- Students of boarding high schools for ethnic minorities are entitled to the State's priority and preferential regimes according to regulations;
- Students with permanent residence (during high school or intermediate school) for more than 18 months in region III communes and communes with extremely difficult villages in ethnic minority and mountainous areas according to the regulations of Minister, Chairman of Committee for Ethnic Minority Affairs and Prime Minister; extremely difficult communes in coastal lowlands and islands; extremely difficult communes, border communes, and safe zones in the investment category of Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister); especially disadvantaged villages and communes in the regions prescribed by the Prime Minister if they attend high school (or intermediate school) in a provincial district, town or city with at least one particularly difficult commune(s).
- Military; Officers, non-commissioned officers and conscripts in the People's Public Security Forces are sent to participate in enrollment, and if they are stationed for 18 months or more in any region, they shall enjoy priority according to that region or according to their permanent residence before joining the army depend on whichever has higher priority; if they are stationed for 18 months or more in areas with different priority levels, they shall enjoy priority according to the regions with longer stationing periods; if under 18 months, they will enjoy regional priority according to their permanent residence before enlistment;
d) From 2023, candidates will enjoy the regional priority policy as prescribed in their graduating year of high school (or intermediate school) and the following year.”
Accordingly, the priority points applied to each area shall comply with the above provisions. From 2023, candidates who enjoy regional priority policy in the graduating year of high school or intermediate school will continue to enjoy that priority policy in the following year.

“Article 7. Priority policy in enrollment

2. Priority according to policy beneficiaries (according to Appendix II of the Regulation)
a) The priority score applied to the policy beneficiary group 1 (including the subject 01 to 04) is 2.0 points and for the policy beneficiary group 2 (including the subject 05 to 07) is 1.0 point;
b) Priority points for other policy beneficiaries (defined in current legal documents) shall be decided by the Minister of Education and Training;
c) Candidates belonging to many categories of policy beneficiary specified at Points a and b of this Clause will only enjoy the highest priority score.
3. The priority points specified in this Article correspond to the total score of 3 subjects (in the combination of examination subjects) on a 10-point scale for each test/exam (without multiplying the coefficients); In case the enrollment method uses a different scale, the priority score will be converted to the same level.
4. From 2023, priority points for candidates with a total score of 22.5 or higher (when converted to points on a scale of 10 and a maximum total score of 3 subjects is 30) is determined by the following formula:
Priority points = [(30 - Total points achieved)/7.5] x Priority points specified in Clauses 1 and 2 of this Article”

Priority areas in university and college enrollment in Preschool Pedagogy are implemented in accordance with Appendix I promulgated together with the Regulation promulgated together with Circular 08/2022/TT-BGDĐT as follows:
- Region 1: Communes in regions I, II, III and communes with extremely difficult villages in ethnic minority and mountainous areas; extremely difficult communes in coastal lowlands and islands; extremely difficult communes, border communes, and communes with safety zones are eligible for investment under Program 135 according to the Prime Minister's regulations.
- Rural Region 2: Localities not belonging to Region 1, Region 2, Region 3;
- Region 2: Provincial towns and cities; suburban towns and districts of municipalities (except for communes in Region 1).
- Region 3: Inner urban districts of municipalities.
Subjects of priority policy in university and college enrollment in Preschool Pedagogy are implemented in accordance with Appendix II issued together with the Regulation promulgated together with Circular 08/2022/TT-BGDDT as follows:
Policy beneficiary group 1:
- Subject 01: Vietnamese citizens who are ethnic minorities with permanent residence during high school or intermediate school for more than 18 months in Region 1.
- Subject 02: Workers directly in production who have worked continuously for 5 years or more, of which at least 2 years are emulation soldiers recognized and granted certificates of merit by the province or higher.
- Subject 03:
+ Invalids, sick soldiers, people with "Certificate of people entitled to policies as war invalids";
+ Soldiers; officers, non-commissioned officers and conscripts in the People's Public Security Forces in active duty who are sent to study and have served for 12 months or more in Region 1;
+ Soldiers; officers, non-commissioned officers, and servicemen in the People's Public Security Forces in active duty who are sent to study with a service period of 18 months or more;
+ Soldiers; officers, non-commissioned officers, and servicemen in the People's Public Security who have been discharged from the army and are recognized to have completed their active-duty service obligations in accordance with regulations.
- Subject 04:
+ Relatives of martyrs;
