From July 22, 2024, what are procedures for consideration for awarding the title of People's Artist at the grassroots-level Council in Vietnam?
Based on Article 14 of Decree 61/2024/ND-CP regulating the procedures for consideration for awarding the title of People's Artist at the grassroots level in Vietnam as follows:
- Publicize the list of individuals proposed for the title of "People's Artist" by publicly posting or publishing on the unit's electronic information page for 10 days, from the date of completion of receiving individuals' applications within the stipulated time to gather public opinion.
- Receive and handle the people's recommendations for 15 days from the end date of publicizing the list of individuals proposed for the title of "People's Artist" by publicly posting or publishing on the unit's electronic information page.
- Review and evaluate each application for the title of "People's Artist", "Artist of Merit" as prescribed in Article 7 or Article 8 of Decree 61/2024/ND-CP within 10 days from the date the permanent body of the Council reports to seek the Council members' opinions on the application.
- Within 07 days from the end of the meeting, the Council is responsible for notifying the individuals with applications for "People's Artist" or "Artist of Merit" titles of the award results in writing.
- Receive and handle recommendations for 20 days from the date of announcing the Council's awarding results.
- Within 07 days from the end of the time for receiving and handling recommendations, complete the application for awarding the title of "People's Artist" or "Artist of Merit" achieving 80% approval votes from the total number of Council members present at the meeting, and send to the permanent body of the ministry or provincial level Council. The application (01 set) includes:
+ Proposal for awarding the title of "People's Artist" according to Form No. 2a in Annex I attached to Decree 61/2024/ND-CP;
+ Summary of achievements proposed for the title of "People's Artist" according to Form No. 3a in Annex I attached to Decree 61/2024/ND-CP;
+ Minutes of the meeting of the Council to consider awarding the title of "People's Artist" according to Form No. 4a in Annex I attached to Decree 61/2024/ND-CP;
+ Ballot counting record for the consideration of awarding the title of "People's Artist" according to Form No. 5a in Annex I attached to Decree 61/2024/ND-CP;
+ Report on the process of awarding the title of "People's Artist" according to Form No. 6a in Annex I attached to Decree 61/2024/ND-CP;
+ Comments from the Council on each individual considered and evaluated according to the provisions of point d, clause 4, Article 7 of Decree 61/2024/ND-CP: Form No. 8a in Annex I attached to Decree 61/2024/ND-CP;
+ Decision to establish the grassroots-level Council;
+ Individual profile as stipulated in clause 1, Article 13 of Decree 61/2024/ND-CP.
- The time for organizing the activities of awarding the title of "People's Artist" at the grassroots-level Council is no more than 70 days.

What are principles for awarding the title of People's Artist in Vietnam?
Based on Article 4 of Decree 61/2024/ND-CP regulating the principles for awarding the title of People's Artist in Vietnam as follows:
- Carries out in accordance with points a, b, and c of clause 2, Article 5 of the Law on Emulation and Commendation 2022.

2. Commendation is carried out based on the following principles:
a) Accuracy, openness, transparency, fairness, promptly;
b) Ensure unity between forms, subjects of commendation, and the merit and achievements achieved;
c) One form of commendation can be awarded multiple times to one subject; not commend many times, many forms for one achievement achieved; commendation for achievements according to their extent;
- Councils at all levels are only allowed to submit cases that meet the conditions, standards, processes, procedures, and dossiers stipulated in Decree 61/2024/ND-CP for consideration by higher-level authorities.
- Do not award the title of “People's Artist”, “Artist of Merit” to co-authors of musical works and photographic works.
What is the interval between 2 events of considering for awarding, announcing, and organizing the award of the title of People's Artist in Vietnam?
Pursuant to Article 5 of Decree 61/2024/ND-CP, the time for reviewing, announcing, and organizing the award of the title of People's Artist is regulated as follows:
- The title of “People's Artist”, “Artist of Merit” is reviewed and announced according to the provisions in clause 4, Article 66 of the Law on Emulation and Commendation 2022, specifically:

4. The title of “People's Artist”, “Artist of Merit” is reviewed and announced once every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.
- The Ministry of Culture, Sports, and Tourism organizes the ceremony to award the title of “People's Artist” and “Artist of Merit”.
The interval between 2 events of considering for awarding, announcing, and organizing the award of the title of People's Artist is 03 years on the occasion of the National Day of the Socialist Republic of Vietnam.
